Education Program Coordinator

Summary : Corrections professionals who foster a humane and secure environment and ensure public safety by preparing individuals for successful reentry into our communities. Responsibilities include the organization, planning, implementation, and evaluation of various education programs such as Adult Continuing Education, Literacy, General Education Development, English as a Second Language, parenting education, Post-Secondary Education, Occupational / Vocational education, special learning needs programs, release readiness, and leisure library and law library.

Makes periodic evaluations of academic, vocational, and / or recreational programs, and keeps abreast of constantly changing developments. Determines program needs for the total inmate population and is responsible for monitoring the range of programs in both the education and / or recreation areas. Establishes, monitors, and maintains management information systems and use of this data to report on program performance and plans for program adjustments. Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

Career Transition Programs (CTAP) : These programs apply to Federal and / or DOJ employees who meet the definition of surplus or displaced from a position in the competitive service. To receive selection priority for this position, you must : 1. Meet CTAP eligibility criteria; 2. Be rated well-qualified for the position with a score of 85 or above based on scoring at least half of the total possible points for the vacancy KSAs or competencies; and 3. Submit the appropriate documentation to support your CTAP eligibility. NOTE : Applicants claiming CTAP eligibility must complete all assessment questions to be rated under the established ranking criteria.

Qualifications : To be considered for the position, you must meet the following qualification requirements : Basic Requirements : A. Bachelor's degree from an accredited or pre-accredited institution that included or was supplemented by supervised student teaching and at least one course in each of the following areas : general psychology, human development, history and / or philosophy of education, and teaching methods at the learning level of the position to be filled, i.e., elementary or secondary learning level. OR B. Combination of education and experience - Applicants who have completed a full 4-year course of study in an accredited college or university leading to a bachelor's degree but who do not meet the specific course requirements shown above meet minimum qualification requirements if they have completed at least 1 full academic year of professional teaching experience at the elementary or secondary school level as appropriate to the position to be filled. Applicants who qualify based on experience are strongly encouraged to provide proof the school or institution where they gained the experience is accredited or recognized. The Consolidated Staffing Unit must be able to verify accreditation. Professional teaching experience is defined as full and primary responsibility for the instruction of assigned students under general supervision in a recognized or accredited school or institution. This includes responsibility for preparation and presentation of lessons and the evaluation of students' progress throughout the learning period, including a determination of the students' success or failure according to established criteria. OR C. Teacher certification or licensure in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to having the above Basic Requirements, applicants must also meet the following : Education : There is no substitution of education for specialized experience at this grade level. OR Experience : You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are : Experience in establishing comprehensive strategic plans, based on national and local initiatives, program goals and priorities. Experience in establishing, monitoring and maintaining management information systems and use of this data to report on program performance and plans for program adjustments. Experience in supervising a number of staff which typically include Teachers and Vocational Training Instructors, may also include an Assistant Supervisor of Education, Education Technician, Education Specialist, and / or a Recreation Supervisor, and Recreation / Sports Specialists. Experience in the preparation, maintenance, and spending of the budget for the education and / or recreation programs.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time such as the number of hours worked per week) spent in activities.

Education : Only if education is a requirement / substitution for specialized experience, applicant MUST upload legible transcripts as verification of educational requirement. All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education.

Special Conditions of Employment Section : Initial appointment to a supervisory / managerial position requires a one-year probationary period. The incumbent is subject to geographic relocation to meet the needs of the agency. Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks. All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm. The Core Value Assessment (CVA) is an in-person assessment that must be facilitated at a Bureau of Prisons Human Resource Servicing office. On the day of the scheduled interview, a CVA will be administered. The applicant assessment must be completed within a 70 minute time period and a passing score must be obtained. Further employment consideration will not be extended if the applicant fails to complete the examination or fails to achieve a passing score. Note : The Core Value Assessment will not be administered to current BOP employees. Successful completion of the "Introduction to Correctional Techniques," three-week training course at Glynco, Georgia is required.
