Job Description :

he purpose of this Statement of Work (SOW) is to outline the objectives tasks and deliverables for a Business Analyst to assist with the analysis and workflow mapping of the business processes for the Oregon State Fire Marshal (OSFM) Emergency Response Services Division. The contractor will provide analysis expertise for the project through the initial analysis and design phases capturing the current state envisioning the future state and conducting a comprehensive gap analysis. The goal is to produce a final set of requirements for a new system and an accompanying Request for Proposal (RFP).

Scope of Work

The Business Analyst will be responsible for the following key tasks :

Process Analysis : Conduct a thorough analysis of the current business processes within the OSFM Emergency Response Unit.

Workflow Mapping : Develop detailed workflow maps to visually represent the existing processes and identify areas for improvement.

Stakeholder Interviews : Facilitate interviews and workshops with key stakeholders to gather requirements and insights on current processes.

Documentation : Create comprehensive documentation of the business processes including flowcharts process descriptions and any relevant data.

Gap Analysis : Identify gaps and inefficiencies in the current processes and propose recommendations for optimization.

Objectives

The primary objectives of this project include :

Mapping current processes with the Emergency Response division with a focus on the mutual aid tracking and reimbursement processes.

Providing a clear understanding of current business processes to all stakeholders.

Capturing a desired future state for business processes

Identifying and addressing any gaps or inefficiencies in the current processes.

Developing detailed and accu

Determining the set of requirements to meet the desired future state

Deliverables

The Business Analyst will deliver the following :

Process Analysis Report : A comprehensive report detailing the findings from the process analysis.

Workflow Maps : Visual representations of the current business processes.

Stakeholder Interview Summaries : Documentation of insights and requirements gathered from stakeholders.

Gap Analysis Report : A report identifying gaps and inefficiencies in the current processes along with recommended solutions.

Final Documentation : Complete documentation of the future state business processes including all relevant flowcharts descriptions and business and technical requirements.

Timeline

The project is expected to be completed within a period of 12 weeks. The proposed timeline is as follows :

Week 1-2 : Project initiation and stakeholder interviews.

Week 3-5 : Process analysis and documentation.

Week 6-8 : Workflow mapping and gap analysis.

Week 9-10 : Development of recommendations and final documentation.

Week 11-12 : Review and approval of deliverables project closure.

Responsibilities
