Position Summary
Wheeler Staffing Partners is seeking an experienced Payroll Systems Manager to lead payroll technology strategy, governance, and optimization for a large, multistate organization supporting approximately 14,000 employees.
This role serves as the system owner for UKG Pro Workforce Management and Oracle EBS Payroll , overseeing payroll system configuration, integrations, compliance, and organizational hierarchy management. The Manager will partner closely with HR, IT, Finance, and Payroll Tax teams to ensure payroll accuracy, system integrity, and regulatory compliance.
This position manages both onsite and remote team members and plays a critical leadership role in payroll systems strategy and operational excellence.
Key Responsibilities
Payroll Systems Leadership & Strategy
- Serve as system owner for UKG Pro Workforce Management (WFM) and Oracle EBS Payroll
- Develop and execute payroll systems roadmap in partnership with IT
- Lead end-to-end system testing, upgrades, and production support
- Oversee system integrations (GL, benefits, tax systems, vendor interfaces)
- Establish governance standards, documentation, and configuration best practices
- Implement automated audits and internal controls for payroll accuracy
Payroll Tax Configuration & Compliance
Partner with Payroll Tax team on multistate payroll tax configurationManage SUI, SUTA, local tax jurisdictions, reciprocity rules, supplemental wage taxation, and withholding setupSupport quarterly and annual tax reviews, reconciliations, audits, and year-end processing (W-2s)Conduct Oracle quarterly and annual payroll testingPerform monthly Vertex update testingUKG Pro Workforce Management Administration
Maintain pay rules, earnings codes, deduction codes, tax profiles, work groups, and job structuresOversee UKG-to-Oracle payroll integrationsEnsure system optimization and compliance with payroll policiesOrganizational Hierarchy & System Administration
Maintain company structure including cost centers, business units, supervisors, and labor distributionSupport reorganizations, acquisitions, and new business openingsManage file loads, legal entity setup, and coordinationOversee ServiceNow tickets, daily reconciliations, and system requestsOperational Excellence & Team Leadership
Lead and develop Payroll Systems team members (onsite and remote)Provide training and system support to Payroll and Tax teamsServe as payroll systems subject matter expert (SME)Support iCIMS recruitment and onboarding system administration (user access, audits, issue resolution)Drive continuous improvement initiatives across payroll technology platformsRequired Education
Bachelor’s Degree from an accredited college or university or equivalent combination of education and experienceEducation-to-experience substitution allowed (1 : 1 ratio)Required Experience
Minimum 7+ years of payroll systems or HRIS experienceMinimum 3+ years in a leadership or management roleStrong expertise in UKG Pro Workforce Management (Required)Strong expertise in Oracle EBS Payroll and Payroll Tax Systems (Required)Experience managing complex organizational hierarchiesIn-depth knowledge of multistate payroll tax laws , SUI / SUTA, wage reporting, and year-end processingExperience supporting payroll for large, multistate employee populationsSkills & Competencies
