CONTINUES RECRUITMENT AND CAN CLOSE AT ANYTIME

Under general supervision on an assigned shift; performs a variety of law enforcement and modern crime prevention work; controls traffic flow; patrols an assigned area for the prevention of crime and enforcement of federal, state and local laws and regulations, and arrests violators as necessary; performs investigative work; and other related law enforcement work as required.

MINIMUM QUALIFICATIONS

Experience and Education :

Any combination equivalent to experience and education that could likely provide the required knowledge, skill and ability is qualifying. A typical way to obtain the knowledge, skill and abilities would be :

  • Graduation from a California Basic Police Academy
  • Completion of the twelfth grade or equivalent and supplemental courses or special training in law enforcement work.

License Required :

  • Possession of an appropriate valid California operator's license issued by the California Department of Motor Vehicles.
  • Medical Requirements :

  • Must meet prior to appointment, and maintain during employment with the Sanger Police Department, medical, health and physical standards as required by the department.
  • PHYSICAL DEMANDS

    Strength, stamina, coordination and balance to stand and walk for long periods, bend and reach to conduct inspections, climb up and down ladders, run in pursuit of detainees, physically restrain uncooperative and violent individuals, drive vehicles in high speed pursuit, carry equipment and supplies; remain alert in a confined space on all shifts; vision to see details in low light; coordination, vision and strength for use of firearms; occasional lifting of objects weighing up to fifty pounds; strength to move the weight of an adult human body.

    WORKING CONDITIONS

    Work in confined spaces, stress of working with detainees, persons under the influence of alcohol and drugs, emotional individuals and resistive and combative persons; stress of exposure to personally dangerous individuals and circumstances including dead, injured and sick individuals; exposure to individuals with communicable diseases; exposure to hazardous material

    EXAMPLES OF DUTIES

    Under general supervision on an assigned shift :

  • Patrol assigned area in car or on foot for the prevention of crime and enforcement of federal, state and local laws and regulations, and arrests violators as necessary
  • Answer calls for the protection of life and property and the enforcement of local, county, and State laws
  • Stop drivers operating vehicles unsafely or in violation of laws, and issues traffic and parking citations
  • Observe assigned areas for suspicious acts and unsafe conditions
  • Report abandoned vehicles
  • Direct traffic, including regulation of vehicle flow, at times of emergency or congestion
  • Conduct preliminary and / or follow-up investigations of crimes and disturbances including burglaries, thefts, robberies, narcotics action, deaths, assaults and accidents
  • Serve warrants and subpoenas
  • Testify in court at civil and criminal hearings
  • Administer first-aid
  • Prepare reports for arrests, investigations at crime or traffic accident scenes
  • Collect and preserve evidence
  • Transport prisoners
  • May be assigned special investigations or liaison duties
  • May assume responsibility for special department projects
  • May work overtime or irregular hours

  • The Process

Following appointment, a one-year probationary period is required as the final phase of the selection process.

    SELECTION PROCESS : The qualifications of each applicant, as set forth in the application, will be continuously reviewed by the Personnel Department.     Refer to the Memorandum of Understanding(MOU) between the City of Sanger and the Sanger Police Officers Association (SPOA MOU) that sets forth the full and only agreement on wages, hours and terms and conditions of employment that are subject to negotiation between the ASSOCIATION and the CITY effective July 1, 2024 through June 30, 2025.

    Article 12. Salary : Employees shall receive 5% step increases after their six (6) months, and annually on their anniversary dates until they reach the maximum amount authorized for the position.

    Article 18. Bilingual Pay : Employees who have passed a test showing that they are proficient in speaking Spanish, Hmong, or Punjabi shall be entitled to additional compensation at the rate of 5% of their regular base pay. The tests to be utilized for determining Spanish, Hmong, or Punjabi speaking proficiency shall be selected by the Personnel Officer. The maximum additional compensation for Bilingual Pay is 5%

    Article 21. Retirement : Police employees (sworn) who meet the definition of a "classic member" under PEPRA shall be enrolled in the 2% @ 50 CaIPERS benefit formula. Members pay their entire member contribution of 9%. Members shall contribute an additional 3.56% of compensation in the form of cost sharing of the City's required contribution to CaIPERS under Government Code section205l6(a) for a total percentage of 12.56%.

    Police employees (sworn) hired after January 1, 2013, who meet the definition of a "new member" under PEPRA, shall be enrolled inthe2.7% @ 57 CaIPERS benefit plan. In accordance with PEPRA, the member contribution shall be 50% of the normal cost rate. Members shall contribute an addition al 3.56% of compensation in the form of cost sharing of the City's required contribution to CaIPERS under Govemment Code section205l6(a). The 3.56% cost sharing will be in addition to 50% of normal cost, even if the normal cost increases.

    Effective January 18,2020, the City amended the CaIPERS contract so that cost sharing will be by contract amendment under Government Code section 20516(a) so that the additional 3.56% will be cost sharing under Government Code section205l6(a).

    Article 14. Longevity : Police employees who have been employed on a full-time basis with the City for a continuous period of 10 or more years and whose most recent performance evaluation was satisfactory or better shall receive 2.5% of their regular base pay which shall be effective on the pay period following the employee's qualifying anniversary date. Police employees who have been employed on a full-time basis with the City for a continuous period of 15 or more years and whose most recent performance evaluation was satisfactory or better shall receive an additional 2.5% of their regular base pay which shall be effective on the pay period following the employee's qualifying anniversary date. The maximum additional compensation for longevity pay is 5%.

    Article 15. POST Certifications : Additional compensation shall be paid to employees attaining POST certificates as follows :

  • POST Intermediate Certificate : 2.5%
  • POST Advanced Certificate 5%
  • The maximum additional compensation for POST certificate is 7.5%.

    Article 29. Health Plan : City City shall provide a Health Care Plan for members and their dependents. The Health Care Plan shall include medical and prescriptions, vision plan, dental plan, and a life insurance policy of $10,000 for each member. City shall pay the entire premium for the life insurance plan, vision plan and dental plan costs. Employees shall pay $45.00 per month toward the premium for the medical and prescription plan for dependent coverage only. City shall pay the balance of the premium for the medical and prescription plan up to the City's cost of the PPO plan. For employees who choose another option at a greater cost than the PPO, the employee shall pay the difference between the plans. Changes to the current Health Care Plan will follow a meet and confer process.

    Article 23. Vacation : Vacation may be taken the first day following the completion of six (6) months of service in units of not less than two (2) hours. Vacation shall accrue each pay period based on years of service as follows :

  • 0-2 years = 2.93 hours per pay period
  • 2-5 years = 4.00 hours per pay period
  • 5-10 years = 4.769 hours per pay period
  • 10-15 years = 6.615 hours per pay period
  • 15+ years= 8.461 hours per pay period
  • Maximum accrual is a total of 240 hours.

    Article 22. Sick Leave : Sick leave shall accrue each pay period based on the years of service as follows :

  • 0-2 years = 2.67 hours per pay period
  • 2-5 years = 3.1538 hours per pay period
  • 5-10 years = 4.0655 hours per pay period
  • 10-15 years = 4.5384 hours per pay period
  • 15+ years = 5.0000 hours per pay period
  • Article 16. Educational Incentive Program : Employees who hold an Associate of Arts (AA) degree from a college accredited in California shall be eligible for special education compensation at the rate of 2.5% of base pay. Employees who hold a Bachelor of Arts or Science (AB / BS) degree from a college or university accredited in California shall be eligible for special education

    compensation at the rate of 5% of base pay. Education compensation shall bc paid to employees at the completion of their probationary period, provided that the employee's most recent overall performance evaluation was "satisfactory" or better. Employees who hold both an AA and Bachelors degree my not receive more than a total of 5% education pay. The employees shall be entitled to tuition reimbursements in accordance with the City's Employee Educational Reimbursement Policy.
