Pyschiatrist (Open Rank) – Full Time Position

The Department of Psychiatry in the Joe R. & Teresa Lozano Long School of Medicine at UT Health San Antonio is seeking a Psychiatrist to serve as the Vice Chair of Community Psychiatry and Chief Medical Officer of the Center for Health Care Services (CHCS). The CHCS is the Local Mental Health Authority of Bexar County, Texas. CHCS's mission is to improve the lives of people living with mental health disorders, substance use challenges and intellectual and developmental disabilities by providing the resources and support necessary to help them on their road to recovery. The Chief Medical Officer (CMO) at CHSC has oversight of all licensed clinical services provided throughout the organization and is responsible for effective and efficient leadership of provider performance. This faculty position is accountable to the CEO for developing and implementing CHCS medical services strategies and, in conjunction with divisional VPs, establishing and implementing strategies and performance standards, monitoring and applying continuous improvement processes to achieve expected high quality medical outcomes while appropriately managing compliance and risk. The individual will be a member of the faculty of the Department of Psychiatry at UT Health San Antonio and serve on a full time basis of CMO of CHCS under a contract between CHCS and UT Health San Antonio.

Applicants should have substantial medical administrative experience as well as expertise in the treatment of the serious mentally ill. Applicants must be eligible to obtain a Texas medical license and Board Certified in Psychiatry by the American Board of Psychiatry and Neurology. In addition, candidates must be eligible for clinical privileges with the University Health System and the Center for Health Care Services under the appropriate staff category and must agree to abide by those privileges as outlined by the current bylaws of the institution. SCOPE OF SERVICES

The Chief Medical Officer (GMO) has oversight of all licensed clinical services provided throughout the organization and is responsible for effective and efficient leadership of provider performance. This position is accountable to the President/CEO for developing and implementing CHCS medical services strategies and, in conjunction with divisional Chiefs and Vice Presidents, establishing and implementing strategies and performance standards, monitoring and applying continuous improvement processes to achieve expected high quality medical outcomes while appropriately managing compliance and risk. This position also provides high level oversight for all medically related programs, grants and collaborative efforts involving more than one division and creates and maintains relationships with other academic and community based organizations on a local, state and national level.

TASKS

. Provides system-wide medical services planning, effective direction to and leadership of all medical provider and nursing resources, effective financial management, development of medical services strategy and goals, accurate and timely reporting of goals and performance to the President/CEO; ensures medical practice risk is effectively managed.
. Directs individual and center-wide provider selection, placement, and professional development; monitors, mentors and appropriately manages provider performance.
. Provides appropriate medical guidance to nursing services; coordinates psychiatric and physician residency programs with educational institutions; designs and oversees telehealth strategy and implementation.
. Provides system-wide project oversight and consultation with certifying agencies, collaborative projects with other agencies and organizations, grant and award projects.
. Maintains leadership role in local, state, and national organizations to further the goals to improve individual and population outcomes, increase patient satisfaction with care and reduce cost of care.
. Responsible for maintaining high quality of patient care through the development of standard work throughout the organization.
. Shares innovative programs and outcomes with regional and national audiences via papers, reports, and presentations.
. Provides leadership in setting the standards of professional conduct for the medical staff within the organization.
. Advises the President/CEO on medical and administrative problems; confers regularly with and reports to the President/CEO.
. Supervises and evaluates the services provided by the medical staff and implements changes as necessary; consults with and advises the organization's leadership teams (, executive leadership, medical directors, vice presidents, medical providers) on administrative directives, regulatory policies, and procedures.
. Responsible for oversight of all administrative aspects of medical services resources for the Center; provide death reviews.
. If available to provide such services, provides clinical hours to CHCS consumers.
. Other duties as assigned.

Time Off- A generous leave program offers multiple paid leave options:

Front-loaded Paid Time Off: to hours ( to days) of Paid Time Off based on years of service, given at the start of each fiscal year. PTO may be prorated in year one based on date of hire.

Extended Illness Bank: hours ( day) accrued per month which can be used for illness or injury after one day of Paid Time Off is taken.

Paid Family Leave: Up to hours ( weeks) to care for a spouse, child, or parent after months of consecutive employment.

Holidays: set paid holidays each year plus three floating holidays, which can be used anytime during the fiscal year.
