The Ministry of Primary and Preventative Health Services (PPHS) is seeking one (1) Senior IT Project Manager for an initial term of twenty-four (24) months, with the option to extend for an additional twelve (12) months. This role will provide senior-level project leadership, coordination, and oversight for multiple concurrent eHealth initiatives supporting ministry priorities.
The Senior IT Project Manager is responsible for managing complex IT and digital health projects from initiation through execution, ensuring that project objectives, timelines, and deliverables are met. The resource will lead the development of project charters, plans, schedules, and governance structures; coordinate and facilitate stakeholder engagement; and oversee documentation, risk / issue management, and project reporting to executive leadership. This role requires strong organizational, communication, and leadership skills with the ability to navigate competing priorities, anticipate risks, and support clear decision-making.
The successful candidate will bring demonstrated experience leading complex IT or eHealth projects within the Canadian health system, ideally with familiarity with Alberta s stakeholder, provider, and regulatory landscape. Experience working with senior and executive-level stakeholders in politically sensitive or multi-jurisdictional environments is considered an asset. The resource must be able to interpret business priorities, integrate technical and operational considerations, and produce high-quality project materials for decision-makers.
The resource will be assigned to multiple concurrent initiatives involving digital health service delivery, identity and access management, system modernization, health information integration, and improvements to provincial clinical and administrative systems.
2 : Key Responsibilities
2.1 : Project Management & Delivery
2.1.1 : Lead the planning, initiation, execution, and monitoring of multiple concurrent IT and digital health projects.
2.1.2 : Develop project charters, project plans, work breakdown structures, schedules, and scope statements.
2.1.3 : Manage project resources, dependencies, and deliverables to ensure alignment with scope, timelines, and budget.
2.1.4 : Establish and maintain project governance structures including steering committees, working groups, and decision-making pathways.
2.1.5 : Prepare, update, and maintain core project artifacts (RAID logs, work plans, status reports, dashboards).
2.1.6 : Support project start-up activities, including setting up SharePoint sites, project calendars, contact lists, and supporting collaboration tools.
2.1.7 : Ensure alignment with ministry standards, enterprise architecture, and project management office (PMO) expectations.
2.2 : Stakeholder Engagement, Coordination & Communications
2.2.1 : Coordinate and facilitate project meetings, including agendas, materials, minutes, and follow-up tracking.
2.2.2 : Build and maintain strong working relationships with internal teams, vendors, external partners, and health system stakeholders (e.g., AHS, community providers, regulatory colleges, associations).
2.2.3 : Communicate project progress, decisions, and risks clearly to sponsors, senior leadership, and governance groups.
2.2.4 : Identify, anticipate, and escalate risks, resistance, or delivery challenges early with recommended mitigation strategies.
2.2.5 : Support change management and communication planning within project teams and impacted stakeholder groups.
2.3 : Reporting, Governance & Documentation
2.3.1 : Produce high-quality reports, summaries, presentations, and briefing materials for senior and executive leadership.
2.3.2 : Monitor and report on project status relative to objectives, deliverables, milestones, budget, and resource utilization.
2.3.3 : Maintain accurate and comprehensive documentation of decisions, issues, actions, and project changes.
2.3.4 : Ensure compliance with approved methodologies, governance standards, and health information requirements.
2.3.5 : Conduct post-project assessments to evaluate performance, identify lessons learned, and recommend improvements.
3 : Additional Project & Engagement Details
3.1 : Residency Requirement : Resource must reside in Canada for the duration of the contract.
3.2 : Location : Hybrid
3.2.1 This resource will primarily work remotely; however, this role is considered Hybrid as the resource may be required to attend meetings or work sessions in office with reasonable notice from the Province (potentially every few months). The Province will advise of the expected duration of any such requirement. Travel time and expenses are not reimbursable.
3.2.2 When working remotely, all data must remain within Canada.
3.3 : Working Hours : The expectation is for the resource to work 8 hours per day within the allocated budget, attend meetings during business hours, and be available to respond to inquiries as needed.
3.4 : Equipment : Resources must provide their own computer and related equipment. The operating system must be a modern version of Windows or MacOS compatible with Azure Virtual Desktop (AVD). Windows is preferred for compatibility. Required remote-access software will be installed.
3.5 : Scoring Methodology : Financial / Pricing : 10%,

3.6 : Incumbency Status : No incumbent in this role.
3.7 : Security Requirements : The Supplier shall, prior to commencement of services, provide criminal record checks at no cost to the Province.
3.8 : Mandatory Training Courses : Once hired, the resource will be required to complete all mandatory training including, but not limited to, FOIP, Security / Cybersecurity, Information Management, Respect in the Workplace, and the Health Information Act (HIA). Additional mandatory or optional training may be assigned.
