Position Summary
The leadership roles encompass various responsibilities, including project management, site supervision, and project controls throughout all phases – design, procurement, construction, and closeout phases – and overseeing the day-to-day operations at specific project sites. In this role, you will serve as the primary contact for all engineering and operational matters on‑site, ensuring that all projects are executed in compliance with specifications and safety standards and within budget. In addition, this role includes team management, client management, business development, business governance, and risk management. This involves recruiting, training, and mentoring staff; representing the organization to clients; leading business development activities; ensuring compliance with internal policies and contracts; and supporting corporate and business unit initiatives. Effective communication, coordination, documentation management, administrative tasks, teamwork, and knowledge management are essential aspects of these roles.
On the technical side, the roles involve project lifecycle oversight, including planning, design, construction, and closeout phases. Responsibilities encompass project controls, cost management, schedule control, change management, performance monitoring, and reporting. Risk management, claim support, and dispute resolution are critical components, requiring expertise in data collection, contract review, negotiation, and claims avoidance.
Organizational Responsibilities
Leadership Roles : Provide leadership functions which may include the following - Team Management, Client Management, Business Development, Business Governance & Risk Management, Corporate / BU Initiatives, Communication & Coordination, Document Controls, Administrative Tasks, Teamwork, Knowledge Management, Predictable and reliable attendance.
Team Management : Recruit staff, conduct interviews, hire, assign work, provide training, coaching, mentoring, & counseling to apply employee guidelines and operational processes consistently.
Client Management : Serve as PMA’s representative to clients and lead the management efforts of associated accounts; manage day‑to‑day client relationships, oversee overall PMA team performance and relationship with the client, uphold communication with staff.
Business Development : Support and lead PMA’s business development activities, participate in finding business opportunities, coordinate or support the development of business proposals, collaborate with other PMA groups and marketing teams.
Business Governance & Risk Management : Oversee implementation and compliance of PMA’s internal policies, guidelines, and contract management; support communication between PMA leaders and corporate teams.
Corporate / BU Initiatives : Support and lead PMA’s Corporate and / or Business Unit Initiatives as needed.
Communication & Coordination : Support and lead coordination and management of projects; engage with stakeholders, develop meeting minutes, action items, and support meetings.
Document Controls : Coordinate and manage key project documentation and decisions.
Administrative Tasks : Prepare invoices, estimates, and schedule meetings.
Teamwork : Work closely with various teams and stakeholders to ensure timely project completion.
Knowledge Management : Support PMA’s internal knowledge sharing, support corporate knowledge management.
Technical Roles : Provide Project Controls and Project Management functions.
Project Oversight : Act as owner’s representative throughout the project lifecycle; oversee all project phases; provide oversight of architects, engineers, sub‑consultants, contractors, and others per contract; perform responsibilities through final project audits and / or closeout.
Project Budget : Develop and manage internal project budgeting, risk mitigation, quality control, and health and safety plan compliance.
Project Cost : Support project cost functions – development, monitoring, control of project costs, track funding sources and cash flow, support cost estimating development and review functions.
Project Schedule : Support planning and schedule control – development, monitoring, control of project schedules, review material.
Project Change Control : Support reviewing and controlling project changes and their effects on cost, schedule, resources.
Performance Control & Monitoring : Measure and control cost, schedule, and technical performance against tasks or project plans, define impact; prepare analyses and reports on expenditures, progress, commitments, budget & schedule performance.
Project Reporting : Support project reporting efforts – periodic progress status reports, presentations, customized communications, presenting findings to clients and stakeholders.
Risk Management : Support overall project risk management practices – risk identification, assessment, control, monitoring.
Claim Support & / or Dispute Resolution : Support claim and dispute resolution process – data collection, contract administration support, negotiation / mediation, expert report development, claims avoidance.
Other duties as assigned.
Position Qualifications
Bachelor’s degree in engineering, architecture, construction management, or equivalent relevant experience in engineering or construction.
15+ years of experience in wastewater, sewer, pipeline, tunneling, or related public works projects.
CA PE License or CCM certification required.
Additional Requirements
Physical :
Standing or sitting for long periods; must be able to lift up to 15 lbs at times and spend extended hours in front of a computer screen.
Cognitive :
Problem‑solving, written, and verbal communication skills; computer and software skills; ability to read and interpret text online or in printed form.
