The department issues approximately 40,000 building permits a year and conducts thousands of inspections by local code officials. With a staff of about 240 employees, DPS' five divisions include : commercial building construction; customer support and outreach; land development; residential construction and fire code compliance; and zoning and code compliance. WHO WE ARE LOOKING FOR

The Department is seeking a Program Manager II (Field Supervisor - Residential Construction Inspections) to join our team. This person will need the technical knowledge and interpersonal skills to manage and lead a team of inspectors with varying experiences and abilities and be able to collaborate with a wide range of stakeholders, including property owners, contractors, design professionals, other inspectors, and County and state officials.

What You'll Be Doing

This position supervises a team of inspectors who perform inspections and conduct code compliance / enforcement related to building, mechanical, life safety and accessibility, laws, and regulations. It serves as a point of contact with senior management and department divisions and as a liaison between other County departments and outside agencies for specific inspections and joint assignments.

The position will :

  • Enforce established work policies and procedures.
  • Schedule and distribute inspectors' daily work assignments.
  • Ensure the timely completion of inspections and the submission of reports.
  • Conduct and document quality control inspections, site visits, and the most complexed inspections.
  • Approve inspectors' issuances of Notice of Violations, Orders, and Citations.
  • Testify in courtroom or board proceedings as an expert witness or in the enforcement of issued notices, orders, and citations.
  • Develop and evaluate staff performance and conduct team and one-on-one training.
  • Address grievances, escalated complaints, and special assignments.
  • Act as the point of contact for internal and external partners to resolve inspection compliance issues and facilitate the issuance of Final Inspection and Use & Occupancy approvals.
  • Provide code interpretation, advice, guidance, and recommendations to field inspectors and customers.
  • Develop, recommend, and implement DPS policies, procedures, and guidelines affecting the commercial building division.
  • Promote team building and cohesiveness, fostering a positive workforce environment based on technical and procedural knowledge, mutual trust, respect, and cooperation.
  • Other duties as related to the position.

The work is primarily conducted in a field setting, where employees are exposed to the physical demands and hazards associated with construction.

This position REQUIRES the possession of a valid driver's license from the applicant's state of residence and the ability to drive a County vehicle to attend meetings, transport materials, or perform work at locations outside the office, which include locations throughout Montgomery County.

Telework Eligibility - Hybrid after completion of probation period.

Minimum Qualifications

Experience : Thorough five (5) years of professional experience in residential building code compliance and / or construction inspections. Supervisory experience is required.

Education : Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency : An equivalent combination of education and experience may be substituted.

Preferred Criteria, Interview Preferences

All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated "Qualified," placed on the Referred List, and may be considered for an interview. Employees meeting minimum qualifications who are the same grade or higher will be placed on the Referred List as a "Transfer" candidate and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following :

  • Experience in team leadership and staff development.
  • Experience directing and supervising the work of code compliance inspectors.
  • Experience analyzing, interpreting, and administering the provisions of approved State and local building codes.
  • Experience reading and interpreting plans, specifications, and applicable codes.
  • Experience in courtroom or board proceedings and testifying as an expert witness.
  • Possess ICC or equivalent code compliance certifications.

    Leave Benefits

    Our generous leave package starts with non-MLS permanent and term employees earning 15 days of sick leave and 15 days of annual leave in their first year, as well as up to three additional personal days each calendar year. Positions in MLS earn 35 days of paid time off each year. In addition, we offer all employees 10 paid holidays. Our leave policies adhere to the Family Medical Leave Act of 1993, and we provide six weeks of paid parental leave for new parents.

    Retirement Benefits

    All permanent and term positions are eligible for robust retirement plans. Public safety positions are eligible for a defined benefit pension plan in which they are vested after only five years. Employees in non-public safety positions can participate in retirement plans that contribute up to 12 percent of their annual salary. All employees can also participate in a supplemental retirement plan, the 457 Deferred Compensation Plan, to contribute even more to their retirement goals.

    Tuition Assistance & Student Loan Forgiveness

    Montgomery County employees are eligible to participate in the Federal Public Service Loan Forgiveness Program. Participants who meet all requirements may qualify for forgiveness on the remaining balance on their Direct Loans after making 120 qualifying monthly payments under a qualifying repayment plan while working full-time in a qualifying public service position.     Free Mass Transit Benefit
