Job Description
Before any of our products can be marketed or sold, they must first pass the scrutiny of regulators including the state departments of insurance. This is where our team excels! As a Specialist, you'll prepare, research, help with and implement complex rate, rule and forms filings. You may backfill / support any filing types for any / all lines of business as needed and assist Underwriting and Pricing with the development of rate / rule manual pages. You'll have opportunities to participate on project teams and advise business sponsor of the filing compliance impact of planned actions.
Key Responsibilities :
Reviews state filing requirements to ensure filings are submitted according to department of insurance (DOI) requirements and internal corporate standards. Provides subject matter expertise to staff offices and regional field partners for special projects.
Provides ad hoc research and responds to records requests for DOI filings. Ensures internal documentation specific to DOI requirements and internal standards is up to date, comprehensible and consumable by unit staff and business partners.
Performs quality assurance and peer reviews. Analyzes and prepares regulatory filings in compliance with state regulations for submission to the respective state DOI. Analyzes insurance department inquiries; gathers input from other staff areas and offers solutions as needed to prepare responses in a timely manner. Analyzes, interprets and communicates changes in insurance laws and regulation as they affect state filings. Updates procedures when necessary.
Contributes to the unit's corporate success which is based on demonstrated contributions to overall project results so that project implementation schedules are on time. Communication updates will be provided to sponsoring product, pricing or compliance areas by providing regular status updates on larger projects.
Makes the best use of available filing tools and software to full effect in ensuring simplicity, transparency, audit trail and availability of information to business partners. Creates communications and maintains project data within tools. Seeks feedback from business partners and uses same for continuous improvement.
Provides technical expertise for special projects. Advises involved company offices / business partners regarding implementation of revision based on specific knowledge of the state regulatory structures and the current regulatory environment. Provides consultation and support relative to overall filing volume / complexity / risk in states of assignment and country-wide.
Meets with project teams and gives advice on overall filing strategy for complex filings. Participates in project meetings, analyzes project scope, reviews state specific rating manuals and determines if manual updates are needed.
Provides staff and field office operations personnel with tools to help understand bureau circulars and provides information on filing procedures / strategies. Drafts and distributes internal releases; informs affected departments of changes in rates, rules and forms filings; announces approval of filings with changes as appropriate. Monitors and communicates objections in a timely fashion, facilitates response to objections within time frames determined by the regulator.
Acts as lead trainer and is responsible for quality assurance of Filing Unit. Develops and maintains effective working relationships with internal business partners and DOI to discuss issues, needs and / or resolve problems as needed.
May perform other responsibilities as necessary.
Reporting Relationships : Reports to Manager.
Typical Skills and Experiences :
Education : Undergraduate studies with emphasis in mathematics or business preferred.
License / Certification / Designation : Completion of INS, AU or similar designations is preferred.
Experience : Minimum of five years of related experience in property and casualty insurance with four years of regulatory filing experience desired.
Knowledge, Abilities and Skills : Proven knowledge of rate making and bureau rating systems. Property and casualty coverage knowledge. Knowledge of Excess and Surplus market. Knowledge of admitted vs. non-admitted compliance requirements. Ability to perform legal research. Ability to analyze state law changes and interpret needs to change rate / rules & forms to follow the new law. Advanced personal computer skills, e-mail and internet experience. Ability to communicate interpersonally with individuals and groups in person, via phone, e-mail, fax and letters. Negotiation skills. Mentoring skills.
Other criteria, including leadership skills, competencies and experiences may take precedence.
