BASIC FUNCTION
Provides regulatory expertise, coaching, and hands-on support to drive environmental compliance. Plans and performs required activities to maintain compliance with air, water, solid waste, and wetlands regulations. Activities include preparing reports, defining programs and procedures, maintaining records, maintaining compliance assurance, training, and regulatory reviews.

RESPONSIBILITIES
Responsible for activities required to maintain and demonstrate regulatory compliance with air, stormwater, potable water, solid waste, and wetlands rules. Provides regulatory expertise, coaching, and hands-on support to drive environmental complianceMonitors site performance against permit and other regulatory requirements and identifies opportunities to improve continuouslyDuties include a large number of scheduled periodic reporting requirements internally as well as to federal, state, and local agencies. Responsible for maintaining contingency plans required by regulatory rules and conducting periodic site inspections to monitor compliance with these requirementsOversees performance of contract personnel assisting in environmental efforts such as solid waste handling / disposal and fugitive emissions (LDAR) monitoringReview new and updated rules, determine plant impacts, and propose procedural changes to comply. Train personnel and conduct audits to verify complianceMaintains plans and environmental records required for environmental compliance in an up-to-date conditionConducts routine site inspections of the Bayport facility to verify procedural compliance with regulatory requirementsMonitors the status of environmental control equipment to verify the correct operationProvides environmental support to turnarounds and projectsReview air, water, and solid waste regulations and assess their impact on Bayport. Provides annual training to Plant Personnel on waste handling and assists with training on other environmental topics. Participates in company-wide work groups as needed. Updates solid waste profiles, and handling procedures, coordinates waste removal from the site, and signs hazardous waste manifests. Oversees the efforts of contract personnel assisting with environmental compliance effortsCoordinate testing required for flares, boilers, cooling towers, oxidizers, and other required sourcesUnderstands, supports, and complies with all plant safety policies and procedures, including the use of loss control software for loss control reporting and communicationResponds to agency enforcement actions by providing quality information in a timely mannerHosts environmental inspections, provides requested information and leads negotiations with regulatory agencies on environmental issuesParticipates in industry trade association environmental workgroups, workshops, and outreach effortsCreate purchase orders for HSEE vendors as neededSubmit required regulatory reports and formsRemain familiar with local regulationsOther duties as assignedCORE VALUES

Bachelor's Degree in Chemical or Environmental Engineering (Other technical degrees will be considered depending upon the experience level of the individual)0-3 years of experience in related field, knowledge / experience of state and federal environmental regulations, and ability to acquire knowledge of plant operationsMust be willing to obtain TCEQ Visible Emissions Evaluator Certification and a TCEQ Class D Water Operator License.Excellent verbal and written communication skills and the ability to work independently and collaborativelyPREFERRED QUALIFICATIONS / EXPERIENCE
Knowledge of Industrial Hygiene sampling40-hour HAZWOP trainingExperience within a petrochemical or refining manufacturing facilityExperience directly interfacing with state or federal regulatory agenciesPHYSICAL CAPACITY REQUIREMENTS
