Position Summary : Person in this position will be responsible for providing the clinical and administrative programmatic leadership and oversight for the program. Responsible for the coordination of client care by collaborating with multidisciplinary healthcare professionals to provide and facilitate services.

Essential Job Functions :

• Provide clinical and administrative leadership and supervision to the program and its operations;
• Function as a liaison for the Deputy Administrator and external groups and agencies in order to promote inter-organizational collaboration including attending Board and Advisory Board meetings as required;
• Act as a liaison to the California Department of Corrections and Rehabilitation (CDCR);
• Assist in grant planning and initiation of potential funding opportunities when required;
• Participate in design and implementation of research, such as program evaluation and outcome studies;
• Arrange for staff development, education and training activities;
• Implement Quality Assurance and Utilization Review systems that monitor the effectiveness of the treatment system;
• Assist in the development of program fiscal and budgetary tracking systems and implementation as well as providing the oversight and management of operating budget and program fiscal expenditures;
• Monitor and ensure compliance with all required agency standards, contractual guidelines and, state and federal regulations;
• Develop, implement and monitor procedures to meet agency policies and contract management including the preparation of comprehensive reports for funding or agency sources;
• Ensure all required data is submitted to the CDCR and the Department of Alcohol and Drug Programs;
• Participate in daily shift exchange including documenting in facility log at the end of shifts and thoroughly reviewing log at the start of shifts;
• Be available on call for emergencies and or program coverage if needed.

Qualifications Essential Qualifications :

Certifications / Licenses : Not applicable for this position. Education : Graduation from an accredited four-year college with a degree in Addiction Counseling, Criminal Justice, Social Work, Psychology, or a related field; or Equivalent experience consisting of five (5) years of documented experience demonstrating a history of administrative responsibility in the area of substance abuse treatment / recovery for the criminal justice population.

Experience and Competencies : A minimum of three (3) years supervisory experience with knowledge of program performance indicators; Management and administrative experience and capabilities; Must possess knowledge of chemical dependency, substance abuse and personality dynamics of the substance abuser; Knowledge of state and federal regulations; Basic computer skills; Good documentation skills; Adherence to the highest standard of ethical conduct, especially to standards governing confidentiality; Professional appearance and demeanor; Must be sensitive to populations served; Ability to obtain and maintain clearance from California Department of Corrections and Rehabilitation (CDCR); Ability to obtain and maintain clearance from LEIE; Valid driver's license and ability to obtain and maintain WestCare's vehicle insurance is required; and CPR Certification, First Aid Certification and an annual Tuberculosis test.

Working Conditions : Work is primarily performed in a residential treatment facility; Some outdoor activities may be required.

Physical Demands : Requires mobility and physical activity : Having an adequate range of body motion and mobility to work in an office, residential, or outdoor environment including standing and walking (even and uneven surfaces), sitting for extended periods of time, bending, twisting, reaching, balancing, occasional lifting and carrying of up to 25 pounds. Use of computer and telephone systems is required which includes coordination of eye and hand, and fine manipulation by the hands (typing, writing, and working with files). Requires the ability to defend oneself and clients in physically abusive situations through the use of approved physical de-escalation techniques.

Requires talking : Expressing or exchanging ideas by means of the spoken word. Talking is required to impart oral information to employees, clients, patients, and the public, and in those activities in which the employee is required to convey detailed or important spoken instructions to others accurately, loudly, or quickly.

Requires hearing : Hearing is required to receive and communicate detailed information through oral communication.

Requires seeing : Clarity of vision at 20 inches or less and at distance. This factor is required to complete paperwork for many of the employee's essential job functions and to observe client behavior and activities in and out of the facility.

The normal work routine involves no exposure to human blood, body fluids or tissues. However, exposure or potential exposure may be required as a condition of employment. Appropriate personal protective equipment will be readily available to every employee.

Mental Demands : Requires the ability to collect and analyze complex numerical and written data and verbal information to reach logical conclusions. Requires the ability to work and cooperate with clients, co-workers, managers, the public and employees at all levels in order to exchange ideas, information, instructions and opinions. Requires the ability to work under stress and in emotionally charged settings. The ability to defend oneself and clients in mentally / verbally abusive situations through the use of approved mental / verbal de-escalation techniques.
