LTCE Systems Analyst

The Air District is currently accepting applications for the position of Systems Analyst (Limited Term) in the Enterprise Technology Solutions Division. This is an open recruitment for one (1) full-time, limited-term contract position. The position is for a 3-year term.

This is a Limited Term Contract Employee (LTCE) Position. LTCE positions are funded by grants or other designated funds which are not part of the Air Districts ongoing general fund budget. LTCE positions are subject to individual employment contracts and are limited to the duration of their funding source. Regular employees have the right to apply for an LTCE position. However, LTCE positions are not subject to the terms of the Employee Association MOU, and LTCE employees serve on an at-will basis.

About the Position

The Air District is seeking a highly skilled Systems Analyst with expertise in Microsoft Power Platform to join the Enterprise Technology Solutions Division. In this role, you will collaborate with IT and cross-functional teams to design, implement, and maintain innovative Power Platform solutions. Responsibilities include defining and documenting business requirements, developing Power Apps and Power Automate workflows, integrating secure and efficient data connections using Dataverse and other sources, and creating insightful dashboards and reports with Power?BI. As a technical leader, you will ensure accuracy, timely delivery, and ongoing maintenance of applications that optimize processes, improve data integrity, and enable informed decision?making. This position requires a strong customer focus, with the ability to understand unique business needs, deliver user?friendly solutions, and ensure seamless implementation in support of the Air Districts mission.

Distinguishing Characteristics

This advanced, specialized classification performs complex duties in the development and acquisition of data communications, telecommunications, networking and system software and hardware, and develops and modifies complex application systems. The responsibilities of this class inherently include providing project leadership and work direction to others. In the Applications Program this classification focuses on application development and database design, and in the Operations Program this classification focuses on systems administration, computer operations and telecommunications support. This class is distinguished from Supervising Systems Analyst in that the latter has overall managerial responsibility for the staff and activities in the Applications, or Operations Programs.

Education and Experience

Equivalent to graduation from a four?year college or university with major coursework in computer science, mathematics or a closely related field and two years of experience in systems design and analysis, systems programming, network and systems administration and / or data and voice communications.

Desirable Qualifications

• Extensive experience designing, developing, and deploying solutions using Microsoft Power Platform, including Power Apps, Power Automate, and Power?BI, with demonstrated expertise in data visualization best practices.
• Proven ability to implement low?code / no?code solutions that streamline business processes, enhance data accuracy, and improve user experience.
• Strong understanding of Dataverse and integration with multiple data sources for secure and efficient data management.
• Experience establishing or contributing to a Power Platform Center of Excellence (CoE) , including governance, standardization, and best practices for low?code / no?code development.
• Knowledge of application security and compliance requirements for cloud?based and web?based solutions.
• Familiarity with UI / UX principles , including accessibility standards (e.g., ADA compliance) for government organizations.
• Advanced problem?solving and data analysis skills, with the ability to design scalable and user?friendly solutions.
• Ability to work independently and collaboratively in cross?functional teams, providing technical leadership and customer?focused support.
