Library Director

Position Summary

The Library Director is an employee of the Blackfoot Combined City & Rural Library Board of Trustees and reports to the Mayor in a manner consistent with other City Department Heads. This position is responsible for the planning, organization, staffing, budgeting, and administration of all library services, personnel, operations, and programs.

Primary Responsibilities

Work in conjunction with the Library Board to prepare budgets, reports, policies, and personnel matters; provide Board support services, meeting preparation, and foster a positive, productive relationship with the Board.

Serve as the Clerk to the Library Board of Trustees, responsible for recording accurate meeting minutes, posting required notices, and ensuring compliance with open meeting laws and regulations.

Provide leadership and oversight for the strategic direction of library services, including development, implementation, and evaluation of procedures, programs, services, displays, exhibits, and community outreach based on community needs and interests.

Provide strategic leadership and executive oversight of all library operations, ensuring effective coordination of acquisitions, processing, cataloging, and circulation to advance the librarys mission and deliver exceptional service to the community.

Direct, train, and foster a positive, productive relationship with the library staff and volunteers; ensure effective performance in accordance with established Board policies and procedures.

Work collaboratively with the Mayor and HR on staffing, employee relations, and any workplace issues.

Purchase and manage materials, supplies, books, and equipment for library operations.

Promote services and programs to the public through tours, demonstrations, presentations, and displays; develop strategies to attract and engage users.

Maintain accurate records and ensure timely preparation and submission of all required reports and grants.

Maintain professional development and best practices through active membership in regional, state, and national library organizations.

Ensure all work is performed in compliance with City policies, procedures, and safety practices while fostering positive relationships with staff, volunteers, community groups, and the public.

Demonstrated supervisory and managerial experience.

Perform other related duties as assigned.

Specialized Knowledge

Principles, practices, methods, and objectives of professional library administration, including management and supervisory techniques.

Reader interest levels, books, authors, reference sources, and information resources in print, non-print, digital, and online formats.

Library technology, including circulation systems, databases, telecommunications, and emerging technologies relevant to library patrons.

City and State District budget development and administration, including applicable City and State District library laws, open meeting laws, and other state library regulations.

Certification or willingness to gain certification in the first six months of employment in the cataloging systems OCLC and Full Marc Records.

Educational Qualifications

Bachelors Degree required and a minimum of five years of experience in library administration or any equivalent combination of experience and training which provides the knowledge and ability to perform the work.

The employee may be required to have manual dexterity, physical reflexes and personal mobility and stamina, to frequently lift and / or move up to 10 pounds and occasionally lift and / or move up to 25 pounds. Vision requirements include close vision, color vision and the ability to adjust focus, with or without reasonable accommodation.

Work Environment

The noise level in the work environment is usually quiet typical of what is generally found in a library setting. The employee will occasionally be exposed to inclement weather and tripping hazards.
