Summary
Spire is seeking a DOT Compliance Manager to join our Human Resources team in either St. Louis or Kansas City, Missouri, or Birmingham, Alabama.
This position is responsible for establishing a companywide U.S. Department of Transportation (DOT) compliance program and ensuring that the company complies with all applicable regulations under the DOT and the Federal Motor Carrier Safety Administration as well as all internal company related policies and procedures. The Manager, DOT Compliance will coordinate all compliance efforts across the organization, including Human Resources, Environmental, Safety, Risk / Insurance, Fleet, and Field Operations, ensuring all compliance related procedures and requirements are in place and completed timely and accurately.
Duties and Responsibilities
- Develop, implement, and manage an overall company DOT compliance program and maintain all DOT compliance related policies.
- Monitor company-wide compliance with all DOT regulations.
- Drive a company-wide project to identify and understand all requirements, to determine current state, prioritize critical next steps, develop timeline, resources, and budget, implement, and measure, status and success
- Responsible for overseeing and supporting processes across several internal groups within Spire with all applicable regulatory compliance requirements regarding the following :
Financial responsibility to ensure required levels of insurance coverage are maintained for fleet vehicles
Driver qualification files, ensuring timely updates and maintenance of required documentationDrug and alcohol testing program and recordsAccident reporting, documentation and record retentionVehicle inspection, maintenance and applicable documentationHazardous materials shipping documentationDriver and operation staff safety and regulatory requirements including but not limited to annual driver performance reviews, safe driving seminarsRequired DOT training including driver orientation, annual refresher training, road tests and HazMatEnsure compliance with the company’s DOT regulatory requirements and determine functional ownership.Prepare for and lead DOT audits and internal compliance reviewsOversee the process of preparing and filing including but not limited to IFTA / IRP, MCS-150B, UCR (TK)Develop a companywide DOT dashboard to track, and report compliance metrics and provide recommendations for continuous improvementResearch, understand, and partner with internal departments on implementing new regulations and ensuring compliance requiSkilled project management, from inception to close, ensuring appropriate scope, resources, budget, timelines, measurements are established, and met successfullyLead regularly scheduled cross functional meetings to monitor and ensure compliance companywidePresent companywide metrics and performance to senior leadership as neededMaintain knowledge of changes in federal and state transportation regulationsResearch, review, and recommend systems and tools to maintain complianceSupport assigned resources including ensuring access to the proper tools and training, providing guidance and input / feedback on performance to department management.Special projects as neededEssential Characteristics and Competencies

Indirect management of and delegation to several resources across the organizationRequired Education (certifications, licenses)
Bachelor’s degree in human resources, business, transportation, logistics, or related field REQUIREDRequired knowledge, skill and abilities
5+ years progressive professional experience leading and influencing indirect resources and managing programs outside of one’s own reporting relationship REQUIRED5+ years of large-scale project management experience in DOT compliance, safety management, Human Resources, or a related role REQUIREDMinimum of 10 years of progressive experience REQUIRED3-5 years of experience working with Microsoft Office Suite, including intermediate experience with Excel and PowerPoint REQUIREDExtensive knowledge of project management techniques and proven ability to lead cross functional teams / work across functional areas from initiation through close to achieve mutual goals REQUIREDMust have strong analytical skills, and experience with summarizing and presenting resultsExcellent communication, leadership, and training skillsKnowledge of DOT and FMSCA regulations and requirements preferredSignificant experience conducting and responding to audits and investigations with discretion and professionalismExperience with JJ Keller or other regulatory, safety, and compliance vendors preferredPrior experience in trucking, fleet, HR, or EHS a plusPhysical demands, environment and schedule
Hybrid Working Hours : Typically, 8 hours per day, Monday through Friday, with the option to work remote 2 days per week following onboarding. Additional hours required during peak periods and special projectsWork is performed in a shared office environmentOccasional travel requireCompany Overview
