Under limited supervision, plans, organizes and directs the operations and activities of the County's Emergency Medical Services Department, ensuring that services provided are state-of-the-art and in compliance with all applicable laws, regulations, protocols and standards of quality and safety; and to perform related professional, supervisory and technical work as required. Organizes and implements programs within major organizational policies, reporting program progress to executive-level administration through reports and conferences.
1) Plans, directs and supervises the activities and operations of the Emergency Medical Services Department. Duties include instructing, planning and assigning work, and coordinating activities.
2) Reviews the work of subordinates for completeness and accuracy; evaluates performance and makes recommendations; offers advice and assistance as needed.
3) Develops and implements department goals, objectives, policies and procedures.
4) Establishes, within county policy, medical control protocol and applicable budgets, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
5) Selects, trains, motivates and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures as needed.
6) Provides for adequate training and development opportunities of department staff, serves as lead and / or assistant instructor for in-house training programs.
7) Prepares annual capital and operating budgets for assigned functions. Forecasts funds needed for staffing, equipment, materials and supplies; approves expenditures and recommends budgetary adjustments as appropriate and necessary. Oversees the day-today financial management of the department.
8) Develops bid specifications for major equipment, vehicles and service purchases.
9) Coordinates the maintenance of fleet vehicles and equipment.
10) Develops, reviews, and revises disaster and major incident response plans for the department; collaborates with other public safety agencies to ensure appropriate response to emergencies and disasters.
11) Coordinates EMS dispatch functions with County E911 / Emergency Management Director.
12) Assumes command of major emergency incidents; responds to emergency calls and provides patient care as needed.
13) Reviews reports submitted by subordinates for accuracy, completeness and adherence to policies and procedures.
14) Provides staff support to assigned advisory boards.
15) Supervises and participates in public education / community relations efforts and events as required, including speaking to community / civic organizations.
16) Represents the County and department on various committees and boards within and outside of County government as appropriate.
17) Responds to and resolves citizen inquiries and complaints in a complete, tactful and timely manner.
18) Attends training, seminars and conferences, professional group / association meetings and conducts research to stays abreast of legislations, trends and innovations. Keeps abreast of new technology.
19) Remains available 24 hours per day, seven days per week, for emergency response.
20) Interacts and communicates with various groups and individuals such as the County Administrator, other County department heads and employees, subordinates, other public safety / emergency response agencies, law enforcement agencies, civic / community organizations, municipal personnel, various other local / state / federal agencies, news media, and the general public.
21) Other duties as assigned.
