Candidate must pass a comprehensive MWVCAA background screening prior to employment. Basic Life Support / First Aid Certification is required within first 30 days of hire. Candidate must pass pre-employment and random drug screens. A preference will be given to those with experience managing / coordinating programs working with vulnerable or at-risk populations, including people experiencing homelessness or at-risk of homelessness. Demonstrated proficiencies in Microsoft Office (including Outlook), videoconferencing platforms, and web tools. Ability to read, analyze and articulate technical procedures and governmental regulations. Must possess excellent planning, organization and time management skills, with the ability to manage multiple priorities in a fast-paced environment. Ability to effectively communicate both orally and in written form. Highly effective interpersonal and communication skills, including the ability to engaged diverse populations with professionalism and clarity in both oral and written formats. Demonstrated ability to remain flexible, adaptable, and solution-focused in response to evolving program needs and changing requirements. Skilled in de-escalation and the ability to respond effectively and compassionately during heightened or challenging interactions Demonstrates tact, diplomacy and empathy when communicating formally and informally with clients, staff and program partners. Collaborates closely with Salem Housing Authority and community service providers to build and maintain a comprehensive menu of support and opportunities that help PSH residents achieve their goals Participates as an active member of the Resident Advisory Council alongside Salem Housing Authority staff and program participants to inform and adjust service offerings. Works in partnership with Salem Housing Authority to support tenant compliance and success. Implements program changes effectively and communicates updates clearly to all relevant staff, partners and stakeholders. Establishes clear expectations for new staff and provides ongoing coaching, guidance and professional development to support staff success in their roles. Develops and maintains program processes, workflows and work plans that align with best practices and program goals. Conducts regular one-on-one meetings with staff to review resident assessments, case plans, progress, and service strategies, providing feedback, and monitor outcomes. Supports staff in problem solving and resolving resident conflicts, offering guidance in trauma-informed and Housing First-aligned approaches. Adjusts program services, procedures, and workflows as needed, informed by resident feedback, staff input, and emerging program trends. Responds to on-site emergencies and crises as needed to ensure the safety and well-being of residents and staff. Oversees day-to-day site operations and facility maintenance for PSH locations, serving as the primary liaison between MWVCAA and Salem Housing Authority. Prepares high-quality written reports required by internal leadership, agency standards, and external funding partners. Ensures accurate and timely completion of all agency quarterly and annual reporting requirements, including consistent and compliant use of the Homeless Management Information System (HMIS.) Demonstrates and models full adherence to MWVCAA Safety Policies, promoting a safe environment for residents, staff and visitors. Produces measurable work evidence in pursuit of Program Critical Strategic Goals, including : Ensures Compliance with Coordinated Entry Best Practices for Supervised Programs. Embraces the mission and philosophy of Trauma Informed Care, Motivational Interviewing, recovery, client-centered services, Coordinated Assessment, and Harm Reduction strategies. Displays commitment to community-based projects and finding ways to solve homelessness beyond grand administration. Displays cooperation with co-located agency partners. Consistent punctuality and reliable attendance are essential requirements for this role. Ability to work effectively and maintain positive, professional relationships with team members and clients. Specific vision abilities are required of this position. Frequently required to hear and speak. Regularly lift and / or move 10 pounds and occasionally lift and / or move up to 50 pounds. Manual dexterity for computer and office equipment, and the capacity to quickly learn new technologies. Frequent driving in all weather conditions to Agency and community sites in Polk and Marion counties. Maintains calm disposition when clients or others may become escalated, applying crisis intervention and de-escalation techniques for all participants. Regulates emotions during interactions with escalated clients and staff. Regulates emotions and handles pressures of frequent demands for attention, time and work tasks. Requires advanced problem-solving, creativity, and resourcefulness while frequently encountering situations that fall outside of clear Agency policies and procedures. Ability to ascend and descend stairs safely and repeatedly. Ability to navigate multiple floors with or without the use of an elevator when necessary. Ability to move about the workspace. Ability to navigate uneven ground and / or varying housing settings. Ability to walk or stand for extended periods of time Ability to walk frequently and occasionally navigate long-distance walks. Able to physically and mentally tolerate escalated, and occasionally destructive behavior from clients. Able to de-escalate others and respond calmly, and lead others in a crisis. Ability to proceed independently in accordance with Agency and program policies, guidelines, and initiatives. Regularly works indoor and outdoor in cold weather, heat and other extreme climate events. Close quarters, often with a public client population experiencing homelessness, substance use disorders, and / or severe and persistent mental illness, and / or unpredictable behavior. Frequent interruptions and demands; frequent noise. This position requires on-site work and is not eligible for remote work. Ability to work outside of normal business hours, including nights, weekends, and holidays.
Permanent Supportive Housing - Program Manager - ARCHES
The Program Manager for Permanent Supportive Housing (PSH) Division is responsible for the overall implementation, coordination, and daily operations of supportive housing services within The ARCHES Project. This position provides leadership and oversight for three PSH sites Redwood Crossings, Sequoia Crossings, and Yaquina Hall all of which are staffed 24 / 7. Given the needs of these sites, the Program Manager's schedule will potentially include evenings, weekends, and holidays.
Using a Housing First and trauma-informed approach, the Program Manager ensures that chronically homeless individuals have access to permanent housing opportunities supported by comprehensive, wraparound services. This role is responsible for the administration of PSH grants funded by state, federal, and private partners, ensuring full compliance with all funding requirements.
Minimum Qualifications
- Bachelor's degree in Administration, Social Services, or a related field;
- Two years of experience in administration or program management / coordination in a social service or community services;
- Four years of supervisory experience.
- Equivalent combination of education and experience may be considered.
- Experience with training and meeting the needs of vulnerable clients required

Directly supervises approximately 10-15 employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities for this position include interviewing, hiring, and training employees, as well as planning, assigning, and directing their work and appraising their performance. The Program Manager is also responsible for rewarding and disciplining employees when applicable and addressing their complaints.
