Position Summary
Librium Group is seeking an experienced Realty Specialist/Counsel to support high-visibility, mission-critical government infrastructure and land acquisition initiatives across the continental United States. This role is central to advancing large-scale federal projects involving land acquisition, easements, title research, and real property analysis in support of national security, infrastructure resilience, and strategic development objectives.
The Realty Specialist/Counsel will serve as a key subject matter expert responsible for executing complex real estate transactions and providing technical advisory support on property rights, land conveyances, and real estate due diligence. This position requires strong analytical capability in reviewing deeds, plats, surveys, legal descriptions, and title commitments to identify limitations, encumbrances, and boundary considerations that could affect project execution.
The selected candidate(s) will work closely with federal stakeholders, legal counsel, surveyors, engineers, and acquisition teams to facilitate timely and compliant real property actions for major government land acquisition and construction programs.
Key Responsibilities
- Lead and support land acquisition efforts, including easements, rights-of-way, leases, and licenses
- Conduct detailed review and analysis of deeds, title reports, surveys, plats, and legal descriptions to assess ownership, encumbrances, and property constraints
- Identify real estate risks and provide recommendations to mitigate impacts on project schedule and execution
- Coordinate with federal agencies, local jurisdictions, and private landowners to advance acquisition and permitting actions
- Support due diligence activities related to large-scale construction and infrastructure projects
- Prepare documentation, transaction packages, and acquisition justifications consistent with federal real property standards
- Provide advisory support to senior government leadership on real estate strategy and execution pathways
Required Qualifications
- Bachelor's degree required
- Significant experience in federal or large-scale public-sector real estate transactions
- Demonstrated expertise in land acquisition, easements, title work, and real property analysis
- Strong ability to interpret maps, plats, surveys, and complex legal descriptions
- Familiarity with federal real estate processes and regulations (e.g., government acquisition frameworks and real property authorities)
- Ability to operate independently in a fast-paced, high-accountability environment
- Willingness to travel up to or more than 50% (primarily CONUS) in support of project execution
Preferred Qualifications
- Professional certifications and prior federal experience (USACE, NAVFAC, GSA, DOI, etc.) strongly preferred; active or prior security clearance a plus
- Master's degree (e.g., Real Estate, Urban Planning, Business, Public Administration, or related field) strongly preferred, consistent with senior GS-level realty roles
- 8+ years of progressively responsible experience in federal or large-scale public-sector real estate transactions, including land acquisition, easements, rights-of-way, and title resolution
- Demonstrated expertise interpreting deeds, plats, surveys, legal descriptions, and resolving complex title encumbrances and property constraints
- Strong working knowledge of federal real property authorities, appraisal standards, and acquisition regulations
