Basic Function
The College's students are diverse and represent the communities it serves, with Bakersfield College holding designation as a Hispanic Serving Institution and a Black-Serving Institution with 72.3% Hispanic population. Bakersfield College offers a comprehensive range of academic programs, including over 200 total degree and certificate programs, featuring two Bachelor's Degrees, 50+ Associate Degrees, and 30+ Associate Degrees for Transfer (AD-T).
Under direction of the Programs Director or assigned supervisor, the Program Manager is responsible for managing assigned program activities associated with maintaining quality academic and student services programs.
A2MEND's PROGRAM KEY ACCOUNTABILITIESPlan, implement, and evaluate initiatives that advance A2MEND's program success and student completion.
Design and assess programs that align with A2MEND's mission to increase the success, retention, transfer, and degree attainment of students. Utilize data to continuously improve outcomes.Facilitate culturally responsive systems of support that remove barriers to access, persistence, and completion.
Coordinate and strengthen student-centered services, including employment, financial aid, basic needs, and academic support.Partner with students, classified professionals, faculty, and managers to build a culture of completion.
Collaborate across divisions to ensure students successfully navigate admissions, onboarding, financial aid, student employment, and pathway milestones. Advocate for policies and practices that promote belonging, dignity, and institutional accountability.Engage in institutional and community leadership aligned with A2MEND principles.
Participate in meetings, conferences, and professional learning communities that center A2MEND program achievement and leadership development. Identify systemic barriers, disseminate actionable information, monitor follow-through on commitments, and develop data-informed reports highlighting progress toward closing equity achievement gaps.Develop culturally affirming onboarding and communication materials.
Create and distribute materials that clearly outline pathways to enrollment, persistence, and completion, while affirming students' identities, cultural wealth, and leadership potential. Ensure messaging reflects high expectations, asset-based language, and a commitment to A2MEND student excellence.Representative Duties
1. Manage the implementation of multiple project activities to meet or exceed assigned program(s) expectations.
2. Manage and monitor budgets to ensure compliance with regulations and/or directives from program agencies and cooperative educational partners.
3. Assist in preparation and administration of budget, control and authorize expenditures, approve invoices for payment, and respond to budget inquiries from college staff.
4. Supervise and coordinate department planning and operations; personnel supervision, including development and evaluation of all support staff.
5. Coordinate the release of project information and outreach activities to familiarize students with the services and programs of the college.
6. Develop and implement methods to identify and serve students who meet project guidelines, assessing their needs and providing programming to address those needs.
7. Participate in meetings and conferences related to programs within the assigned area; disseminate information, coordinate projects and implement procedural changes; follow up on action items, and develop program reports as needed.
8. Market the College and assigned program(s) to the College community and the general public.
9. Perform related duties as assigned.
Minimum Qualifications
Bachelor's degree required.
Two years of experience related to area of assignment.
Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, ethnic, and disability backgrounds of community college students and employees.
Knowledge & Abilities
Knowledge of:Student services available at the college.
Modern office procedures, methods and computer equipment.
Principles and procedures of financial record-keeping and reporting.
Pertinent federal, state and local laws, codes and regulations related to the assigned special programs processes.
Principles of public speaking.
Record-keeping and report preparation methods.
Principles of providing work direction and guidance to others.
Correct English usage, spelling, grammar and punctuation.
