Technical Database Expert to provide support for the Resource Enterprise Services (RES) for Program Resources and Information Systems Management Division (PRISM), under the Office of the Secretary of Defense/War (OSD/W), Cost Assessment and Program Evaluation (CAPE). The PRISM division is responsible for maintaining business applications to support matters relating to the planning and programming phases of the Planning, Programming, Budgeting, and Execution (PPBE) and the preparation of material and guidance for such systems. PPBE is the Department of W process for allocating resources.
This position is 100% onsite in Alexandria, VA.Job Responsibilities: - Provide Oracle Expertise to support the PPBE business systems running on Linux and Windows operating systems by developing specialized software to implement business logic (complex triggers, PL/SQL, Snapshots, RESTful services).
- Review new technologies to improve performance and provide recommended solutions.
- Maintain database compliance; deploy upgrades, provide failover contingency plan solutions and develop secure B2B solutions.
- Write web services, user access management, API interfaces, complex triggers, procedures, snapshots, and views to support running against multiple FYDP budget positions as well as support other PPBE systems.
- Coordinate and ensure product cybersecurity compliance. This includes database server and deploying revision upgrades of associated products.
Qualifications Required Qualification: - Interim Secret clearance required to start; Ability to obtain a Secret clearance required to maintain employment.
- US citizenship.
- Bachelor's degree in Computer science, Information Systems, Engineering, Business or other related scientific or technical discipline and at least 10 years of relevant experience; Master's degree with 8 years IT experience; PH. D with 6 years of IT experience.
- Experience supporting J2EE applications.
- Knowledge of PPBE data components in OSD/W CAPE and OUSD/W Comptroller.
- Background and experience supporting and securing Oracle products running on Linux, Unix, and Windows operating systems as well as a conceptual understanding and familiarity with industry standards and DoW's Risk Management Framework (RMF).
- DoD 8570.01-M Level II IA certification or ability to obtain within 30 days of start.
Preferred Qualifications: - Oracle database certification.
