VISION FOR THIS ROLE

CitySchools Collaborative partners with schools, tutoring providers, and research organizations to design and scale high-impact tutoring and educator workforce initiatives that improve student outcomes.

The Manager, Data & Evaluation supports and strengthens CitySchools Collaborative’s data and evaluation infrastructure, ensuring we have the systems, partnerships, and insight needed to measure impact and strengthen programs over time. Reporting to the Senior Director, Program Strategy, this role is responsible for ensuring CitySchools Collaborative has accurate, timely, and actionable program data.

As the primary internal owner of CitySchools Collaborative’s external data partnership and internal data systems, the Manager ensures that key program metrics—such as how many students are served across various programs, how much tutoring they receive, and patterns in program implementation—are collected consistently and translated into actionable insight. This role connects program implementation with data and evaluation, helping our team understand what is working, where we see opportunity, and how to adjust in real time.

With a strong analytical lens and commitment to equity, the Manager, Data & Evaluation plays a critical role in strengthening CitySchools Collaborative’s continuous improvement efforts, supporting research partnerships, and contributing to our broader learning and impact. This role offers a unique opportunity to shape how CitySchools Collaborative uses data and evaluation to strengthen programs and improve outcomes for students.

CORE RESPONSIBILITIES
Your 4-6 core, routine, "drumbeat" bodies of work/lanes of responsibility

  1. Build and Manage Data Systems and External Data Partnerships (40%)

You will serve as the primary internal lead for CitySchools Collaborative’s external data partnership, ensuring CSC and our partners have the systems and structures needed to collect accurate, high-quality data. You will design and maintain tracking systems, templates, and processes needed to accurately monitor student participation, tutoring delivery, and program implementation.

You will manage the rhythm of collaboration with CSC’s external data partner—aligning on deliverables, monitoring progress, and ensuring smooth information flow between teams. With an eye toward clarity and usability, you will create and refine internal trackers and systems that ensure data is consistently collected, organized, and accessible.

You will also strengthen data quality across CSC’s network by training and supporting partners on data collection expectations, troubleshooting challenges, and ensuring consistent data entry practices. Additionally, you will manage stakeholder surveys and support the development and maintenance of data-sharing agreements across jurisdictions and partners. Through this work, you will ensure CSC has a strong, reliable data foundation to understand program implementation, support continuous improvement, and demonstrate impact.

  1. Support Research, Evaluation, and Infrastructure for Expansion (25%)

You will support CitySchools Collaborative’s research, evaluation, and expansion efforts by managing relationships with external research partners and ensuring data is prepared, organized, and shared accurately and securely. This includes coordinating CSC’s participation in formal research studies, including randomized controlled trials (RCTs), by ensuring accurate and complete data submission, and maintaining implementation documentation.

As CSC expands into new jurisdictions, you will help establish the data-sharing infrastructure needed to support implementation and evaluation. You will build relationships with local education agencies (LEAs) and partners to support the development and management of data-sharing agreements that enable complaint, secure, and seamless data exchange.

You will also synthesize data and evaluation findings into clear, accessible insights that inform decision-making and strengthen CSC’s programs. This includes co-authoring evaluation briefs, white papers, case studies, and grant reporting that capture key findings, lessons learned, and promising practices.

  1. Translate Data into Insight to Drive Continuous Improvement (25%)

You will analyze and interpret data across CitySchools Collaborative’s programs, ensuring insights directly inform decision-making and program improvement. You will pull out highlights that teammates, such as the Executive Director and communications team, should highlight for external audiences.

You will prepare analyses, dashboards, and materials to support internal reflection and strategic planning, helping the team understand progress toward goals and where adjustments may be needed. You will work closely with program leads to ensure insights are accessible and relevant, enabling targeted support and continuous improvement. You will also support grant and funder reporting by synthesizing key metrics and findings clearly and accurately. Through this work, you will help ensure CSC’s programs are guided by data, grounded in reflection, and continuously improving.

  1. Learning, Innovation & Organizational Health (10%)

Centering our organizational values of Possibility, Impact, and Partnership, we strive to protect the time and space for every team member to learn (to get expert in their field, to grow professionally, to progress on their equity journey); to innovate (ideating and stretching to try out new strategies, approaches, responsibilities); and to actively contribute to the internal and organization-wide work that supports each other, our culture, our systems, and our success.

QUALIFYING COMPETENCIES, EXPERIENCE & MINDSETS

  • Technical Skills/Scope: Advanced proficiency in Excel and Google Sheets and the ability to organize, analyze, and interpret structured large datasets is essential. However, this role does not require coding or advanced technical data engineering skills.
  • Data Visualization Tools: Experience working with data in Excel or Google Sheets required; experience creating, interpreting or modifying dashboards (PowerBI, Tableau, or similar tools) a plus but not required.
