General Summary

Under limited supervision, supervises and manages the daily operations and pharmacy personnel of the Home Infusion Pharmacy Services. Assists in developing and implementing department-specific goals and objectives to ensure efficiency and effectiveness of Home Infusion Operations. Assists in implementing goals and objectives as they apply to the mission of the system pharmacy enterprise for quality pharmaceutical care services.

Principal Responsibilities and Tasks

The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

1. Manages daily operations of Home Infusion Pharmacists and Pharmacy Technicians with respect to the goals and objectives of Home Infusion Services in collaboration with the Director of Home Infusion Services and in accordance with generally accepted pharmacy practice.

2. Reviews department performance, effects changes in collaboration with the Director of Home Infusion Services to improve services provided and ensures compliance with regulatory requirements. Participates actively in the development, planning and execution of goals and objectives of the department. Leads planning and implementation of new departmental programmatic or technological initiatives.

A. In consultation with the Department’s assigned Timekeeper, develops work schedules and assigns staff to specific areas of responsibilities.

B. Hires, evaluates work performance, disciplines and fires, if necessary, subordinate staff in accordance with established health system’s personnel policies and procedures. Develops and maintains job descriptions.

C. Develops and maintains standards of performance, orientation, training programs, and tools to convey information to ensure understanding. Works to develop competency programs to measure performance.

D. Assists Clinical Pharmacists as needed in the performance of their duties by providing technical guidance and direction, as needed.

3. Performs various leadership, administrative, and managerial duties, as follows : Acts in accordance with the mission, vision, and values of the department and pharmacy system enterprise. Maintains established departmental, state, federal and local laws, policies and procedures and generally accepted pharmacy practices.

A. Ensures appropriate quality of inventory management for essential drugs and pharmaceuticals to meet the needs of the assigned patient population. Responsible for the arrangement of stock for easy accessibility, efficiency of operation, and compliance to quality standards for proper storage. Supervises the proper storage and security of controlled substances. Periodically checks and removes all outdated items from stock.

B. Ensures appropriate financial operations and controls. Maintains records / statements for financial reporting and for balancing account. Assists in departmental fiscal matters, in

conjunction with the Director of Home Infusion Services, develops and manages departmental operating budget and ensures department operates within allocated funds.

C. Utilizes information systems and data retrieval methods to support decision-making relative to work planning and patient care.

D. Coordinates all drug recall procedures for the assigned area in accordance with departmental policy and procedures.

E. Remains up-to-date on insurance plan / coverage changes. Ensures that computer system reflects the required insurance plan / coverage changes and collects appropriate co-pays. Works with insurance / third party payers to ensure payment relative to the patient’s ability to pay for the prescription and the availability of internal philanthropic funds and external payment assistance programs. Responsibility for third-party audits. Maintains department reports and statistics for administrative and planning purposes, including the department’s dashboard.

F. Ensures sanitation, cleanliness, organization, and aesthetics of all public and non-public areas.

4. Coordinates and participates in the preparation of sterile admixtures, dispenses all pharmaceutical and related supplies in accordance with federal, state and local laws and standards of practice which govern the pharmacy profession.

A. Frequently evaluates and integrates best practices for compounding sterile products, equipment maintenance and clean room requirements.

B. Develops training modules and upholds staff accountable to current standards in aseptic compounding of sterile patient specific medications, batch preparation and various types of parenteral nutrition bags.

C. Able to define workflow and implement technologies that incorporate bar code scanning of the medications and diluents entering the sterile compounding process.

D. Able to evaluate and utilize robotics and other compounding automation solutions to support in-house sterile compounding.

E. Able to direct pharmacists and technicians to more safely and efficiently compound sterile medications, while reducing errors, increasing throughput, and lowering costs associated with sterile compounding and dispensing.

F. Able to direct pharmacists, technicians and nurses to more safely compound, handle and discard hazardous medications. Works with hospital and department leadership to ensure compliance and risk reduction.

5. Interprets and enforces established department policies, procedures and objectives, performance improvement program initiatives, safety, environmental, and infection control.

A. Maintains quality assurance standards (and records for reporting purposes) and quality techniques for the performance of Pharmacy services and general departmental operations. Evaluates pharmacy functions, practices, and reporting and record keeping, and use of drugs in the clinical setting.

B. Introduces and demonstrates new techniques and equipment to staff.

6. Assists with and ensures the maintenance and care of department equipment and supplies. Maintains department records and files.

7. Attends meetings as required by department leadership. Participates on various committees representing the department and operations as needed.

8. Responsible for the operational and informatics support of procedures and automated programs involving interpreting orders / prescriptions, compounding medications, checking for danger / toxicity of ingredients, label, package medications / pharmaceuticals and dispense them.

9. Communicates with nursing and medical staff concerning prescriptions, orders, drug and pharmaceutical detail, patient reactions, errors, complaints, and various related information in order to provide optimal patient care. Advises physicians on drug interactions, incompatibilities, and appropriate modes of therapy on the use of medications, dangers, side effects, and composition. Completes supporting written records as required.

10. Develops, recommends and manages cost-effective drug purchasing programs consistent with approved classes of trade.

11. Assumes administrative responsibility for the department policy and procedure manual. Works with administrative assistant to ensure completeness, accuracy, relevance, and distribution of manual and policies.

12. Obtain additional pharmacy licenses to meet out of state licensing requirements based on business needs.

Qualifications

Qualifications

  • Education : Licensure by the Maryland State Board of Pharmacy is required. Masters, doctorate or doctor of Pharmacy or Pharmaceutical Science degree from a college or university accredited by the American Association of Colleges of Pharmacy is required.
  • Experience : Minimum of three (3) years clinical pharmacist experience is required. Minimum of two (2) years supervisory / managerial practice experience is preferred.
  • Licensure / Certifications : Licensure by the Maryland State Board of Pharmacy is required.
  • Preferred : Completion of a heath-system pharmacy administration and leadership residency program accredited by the American Society of Hospital Pharmacists. Experience in outpatient and / or home infusion pharmacy setting(s).

Knowledge, Skills and Abilities

  • Knowledge of generally accepted pharmacy principles, practices, and procedures; mathematics and statistics, chemistry and personal computer / patient / drug information systems. Comprehensive knowledge of therapeutic pharmacology and pharmaceutics.
  • Knowledge of health care management, administrative and operational principles and practices, including the Joint Commission regulations and laws pertaining to use and dispensing of medications and related devices within the home setting.
  • Demonstrated knowledge of organizational problem solving and analytical skills are required to evaluate and resolve operational and supervisory / managerial issues.
  • Knowledge of personal computer operation and applications, such as, spreadsheet database manager and word processing.
  • Knowledge of anatomy and physiology is necessary in order to understand clinical practices and converse with medical and nursing personnel.
  • Maintains clinical skills and knowledge by reviewing literature and attending seminars and conferences
  • Demonstrated effectiveness in ability to supervise, monitor daily work activities, evaluate, train and motivate the performance of staff.
  • Highly effective written and verbal communication skills are necessary to work with clinical, upper management, administrative and other personnel from multiple Medical System departments and supervise staff.
  • Ability to stand for extended periods of time while performing pharmacy service duties. Occasional lifting of supplies and equipment may be required.
  • Ability to demonstrate knowledge and skills necessary to provide care appropriate to the patient population(s) served. Ability to demonstrate knowledge of the principles of growth and development over the life span and ability to assess data reflective of the patient’s requirements relative to his or her population-specific and age specific needs.
  • Patient Safety

  • Ensures patient safety in the performance of job functions and through participation in hospital, department or unit patient safety initiatives.
  • o Takes action to correct observed risks to patient safety.

    o Reports adverse events and near misses to appropriate management authority.

    o Identifies possible risks in processes, procedures, devices and communicates the same to those in charge.
