The Branch Director is a strategic and operational leader responsible for the performance, business development / growth, and regulatory compliance of the Kansas City Personal Care Services (PCS) branch. This role ensures high-quality service delivery, strong financial results, and high employee engagement. Reporting to the Regional Vice President of Operations, the Branch Director will oversee day-to-day branch operations, recruit and develop a talented team, and establish a strong local operating framework that aligns with PCS NewCo's vision of building a scalable, multi-region platform. Acting as the face of the organization locally through creation of and participation in community events, the Branch Director will foster a culture of quality, collaboration, and the sharing of best practices.
This role is directly accountable for compliance with Missouri Department of Health and Senior Services (DHSS), Division of Senior and Disability Services (DSDS), and Missouri Medicaid Audit and Compliance (MMAC) requirements. Responsible for achieving and maintaining exemplary standards in the care of our clients and our referral sources. Ensure an adherence to applicable company policies and procedures, and all applicable compliance requirements for the branch. Responsible for scheduling and documenting QAPI meetings per outlined regulations.
Manages client services, workforce operations, and execution to deliver outstanding care while driving efficiency and growth. Responsible for : full P&L responsibilities, including revenue generation, expense management impacting bottom line contribution, tracking and follow-up of Accounts Payable and Accounts Receivable to meet budget expectations.

Minimum Qualifications (per Missouri regulations) :
Must be at least 21 years of age.
Must meet one of the following :
Registered Nurse (RN) currently licensed in Missouri; or
Bachelor's or master's degree; or
Licensed Practical Nurse (LPN) currently licensed in Missouri with at least one year of relevant experience; or
At least two years of experience providing direct care to the elderly or individuals with disabilities or medically complex conditions.

Preferred Qualifications :
Prior experience in personal care services, home health, or hospice.
Strong working knowledge of Missouri Medicaid, DHSS, and MMAC regulatory frameworks.
Current Designated Manager certification from Missouri DHSS / MMAC, or ability to complete training within six months of hire.
One or more years of Business Development experience,

5+ years of work experience, preferably in personal care, home health or hospice
1-2 years prior experience recruiting and managing a team.
Key Responsibilities :
Market Development : Identify outreach opportunities, build referral source relationships, and drive branch growth through community engagement and market presence.
Develops service programs to meet the needs of our key facility referral partners.
Responsible for ensuring all cross-referral opportunities within the branch are identified and sources appropriately.
Team & Culture Building : Cultivate a positive, inclusive workplace centered on collaboration, accountability, and high-quality client care. Support initiatives that strengthen employee engagement and retention.
Operational Leadership : Direct daily branch operations, oversee hiring, training, and ensure compliance with Missouri DHSS and MMAC requirements.
Maintain all required certifications and training records.
Responsible for oversight and day-to-day activities of all office staff, to
include recruiting, hiring, assessment activity, staffing / scheduling, risk management requirements, payroll and billing requirements, and all compliance and human resource needs.
Communicates procedural changes to office staff and ensures compliance.
Service Oversight : Monitor service delivery to ensure alignment with care plans through monthly reviews, annual evaluations, on-site visits, and thorough documentation.
Responsible for referral sources, and overall service levels provided to our clients.
Client and Caregiver Experience : Lead initiatives to improve client satisfaction, caregiver retention, and service reliability.
Oversee resolution of escalated issues with a compassionate and timely approach.
Responsible for the overall quality and depth of the Care Partner pool. Will act as Client Care Advocate when applicable.
Care Coordination : Partner with RNs and DHSS on necessary care plan changes.
Regulatory Compliance : Implement and enforce policies; ensure accurate documentation and reporting for all contractual requirements.
Professional Development : Promote staff and self-development through certifications, advanced training, and skill-building aligned with evolving care standards.
Financial Acumen : Develop budgets, manage costs, and analyze operational metrics to drive performance.
Responsible for the coding and approval of branch office Accounts Payable activities.
Oversees management of office funds to ensure proper handling.
