Summary
The Brooklyn Navy Yard Development Corporation (BNYDC) is a not-for-profit corporation that serves as the real estate developer and property manager of the Yard on behalf of its owner, the City of New York. BNYDC strives to provide an environment in which innovative companies can take root and grow.
The Director will work to achieve the strategic financial goals of the organization. They will establish and manage effective planning processes for capital budgets, including regular and ongoing communications with governmental, institutional and internal stakeholders. This role is responsible for maintaining compliance with New York City's Office of Management and Budget (OMB) requirements.
Areas of Responsibility
Partner with business stakeholders to improve and execute BNYDC's annual, quarterly and ad hoc capital budget processes
Develop and track short and long-range capital budgets, ensuring organizational adherence to said budgets, scope, and deadlines
Prepare capital budget reports for internal management
Prepare budget documents, coordinate budget exercises with other departments, and compile submissions to the OMB
Prepare and submit Certificates to Proceed (CPs) applications to the OMB
Maintain knowledge of all capital projects, identify problem areas and recommend solutions
Oversee project budget documentation such as regular updates, payments, contracts, amendments, change orders, registrations, insurance and various compliance items
Update internal systems with budget information and periodically reconcile project and capital budgets. Work with project teams and finance to correct any discrepancies
Manage the efficient and timely registration of approved contracts with NYC's Controller through the Department of Small Business Services (SBS)
Coordinate contract registration activities and documents for assigned projects and programs. Collaborate with multiple stakeholders, including project managers, senior management, and other City agencies
Work with Leasing and Property Management to build a capital budget for redeveloping unoccupied premises
Continuously improve budgeting and reporting frameworks, tools, and processes
Perform other job-related duties as assigned

Required Skills and Abilities
Knowledge of New York City capital budget process and contract registration
Strong experience in financial planning and budgeting
Strong experience with Tableau and / or similar business intelligence reporting tools with exceptional analytical and quantitative skills
A demonstrable knowledge of New York City government and related agencies
Proactive; comfortable working independently and across disciplines and departments
Ability to think strategically while staying focused on tactical and operational issues
Highest degree of personal and professional integrity; ability to use discretion and good judgment in handling confidential information
Strong written and verbal communication skills
Proficiency in Microsoft Office Suite
Experience with Yardi or similar real estate financial software preferred
Qualifications
Bachelor's degree in accounting or finance required, master's degree preferred
7-10 years of experience in financial management, resource planning, financial analysis and / or budget development
Experience registering contracts using the City's Financial Management System (FMS2 and FMS3) preferred
