The Clinical Director for this 24/7 MCRT oversees the clinical quality, safety, and effectiveness of a mobile behavioral health crisis program that responds to individuals experiencing behavioral health emergencies in the community. The role combines clinical leadership, program oversight, staff supervision, and system collaboration. They ensure the team provides timely, trauma-informed, and clinically appropriate responses that, when possible, divert individuals from unnecessary hospitalization or law enforcement involvement. The Clinical Director ensures the mobile crisis team delivers safe, clinically sound, and high-quality crisis services while guiding staff and maintaining regulatory compliance. This position has "on-call" responsibilities & answers to the program's Administrator. Must have the ability to perform in high-stress situations and have a commitment to trauma-informed care.

MCRT is a 24/7 mobile behavioral health program serving individuals of all ages across San Joaquin County. Instead of traditional emergency responses, our teams bring skilled clinicians, case managers, and peers directly into the community to deliver care - not cuffs.

Our mission: to bridge the gap between crisis and recovery by collaborating with local partners like the Access & Crisis Line (ACL) and law enforcement. Together, we provide:

• Rapid crisis triage & management

• In-person stabilization & intervention

• Risk assessments & treatment recommendations

• Community-based follow-up and care coordination

The Role: Clinical Director

As Clinical Director, you'll be the steady leadership voice guiding this life-changing work. Reporting to the Administrator, you will:

• Lead, mentor, and clinically supervise a passionate multidisciplinary team

• Shape program strategy and uphold quality improvement initiatives

• Oversee day-to-day operations with clinical insight and compassion

• Serve as an on-call leader during rotation periods, supporting critical decision-making

• Partner with community stakeholders to ensure care continuity and coordination

• The Clinical Director for this 24/7 San Joaquin Mobile Crisis Response Team (SJMCRT) oversees the clinical quality, safety, and effectiveness of a mobile behavioral health crisis program that responds to individuals experiencing behavioral health emergencies in the community. The role combines clinical leadership, program oversight, staff supervision, and system collaboration. They ensure the team provides timely, trauma-informed, and clinically appropriate responses that divert individuals from unnecessary hospitalization or law enforcement involvement when possible. The Clinical Director ensures the mobile crisis team delivers safe, clinically sound, and high-quality crisis services while guiding staff and maintaining regulatory compliance. This position has "on-call" responsibilities.

  Key Responsibilities

  1. Clinical Oversight
  • Ensures all crisis assessments, interventions, and safety planning meet professional and regulatory standards.
  • Provides guidance on complex clinical cases, risk assessments, and involuntary holds (such as 5150 in California).
  • Develops and implements clinical protocols for crisis response, triage, de-escalation, and stabilization.
  • Reviews documentation for clinical quality, compliance, and medical necessity.
  1. Staff Supervision and Development
  • Supervises licensed clinicians and other clinical staff. Including Hiring and separating of employees.
  • Provides clinical consultation and case reviews.
  • Supports training in crisis intervention, trauma-informed care, suicide risk assessment, and field safety.
  • Ensures staff maintain licensure, competencies, and continuing education.
  1. Program Operations
  • Helps ensure the MCRT operates 24/7 with appropriate clinical coverage.
  • Monitors service utilization, response times, and encounter volumes.
  • Works with program leadership to address staffing needs and workflow improvements.
  • Supports development of policies, procedures, and clinical workflows.
  1. Quality Assurance and Compliance
  • Ensures services meet county contract requirements, Medi-Cal regulations, and state crisis standards.
  • Oversees incident reviews, risk management, and corrective action plans.
  • Tracks outcomes, documentation quality, and performance metrics.
  1. System and Community Collaboration
  • Partners with hospitals, law enforcement, dispatch, county behavioral health, and community providers.
  • Helps coordinate crisis response protocols across systems.
  • Participates in county meetings and crisis system planning.
  1. Program Development and Improvement
  • Uses data and staff feedback to improve crisis services.
  • Helps implement new crisis models, workflows, and best practices.
  • Supports expansion of services such as crisis stabilization, follow-up care, or call center integration.

  Skills and Experience

  A strong Clinical Director typically has:

  • Licensure (e.g., LCSW, LMFT, LPCC, or Psychologist)
  • Experience in crisis intervention, emergency psychiatry, or community behavioral health
  • Leadership and supervision experience
  • Knowledge of county behavioral health systems and Medi-Cal billing
  • Ability to manage high-risk clinical situations and program operations

  In an MCRT Environment

  Because MCRT programs operate in the field and respond to real-time crises, the Clinical Director must balance:

Compensation & Schedule

• Full-Time | Monday-Friday | 8:00 AM-5:00 PM

• Salary Range: $122,753 - $151,642 (commensurate with experience + geographic differential)

What You'll Bring

• Master's degree or higher in Social Services

• Current CA licensure: LCSW, LMFT, LPCC, RN, or Psy.D./Ph.D.

• 1+ year in a leadership role in an inpatient or outpatient setting

• 2+ years of post-graduate direct clinical experience

• Experience supporting individuals with mental health and substance use needs

• Cultural sensitivity and commitment to equity and inclusion

• CPR, CPI, and First Aid certification (or within 60 days)

• Valid CA driver's license and personal vehicle insurance
