About Homeless Childrens Network (HCN)
Homeless Childrens Network (HCN) is a San Franciscobased nonprofit dedicated to strengthening the wellbeing of children, youth, and families impacted by homelessness, housing instability, poverty, and systemic inequities. For over 35 years, HCN has provided culturally responsive, trauma-informed, community-based mental health and wellness services across the city, with a focus on Black / African American families and communities most disproportionately affected by structural racism. HCNs model is rooted in healing justice, cultural humility, deep community partnerships, and a commitment to increasing access to mental health services for families who are often underserved or overlooked by traditional systems of care. Through individual therapy, family support, workforce development, early childhood consultation, leadership programs, and community wellness initiatives, HCN serves thousands of children and families each year.
Maat Program Overview
The Maat Program is HCNs Afri-centric clinical and community wellness initiative designed to support children, youth, and families in San Francisco with culturally grounded mental health services, case coordination, healing-centered engagement, and community connection. Rooted in the principles of balance, truth, order, reciprocity, and harmony, Maat integrates Black cultural knowledge, trauma-informed care, and community-defined best practices to honor the lived experiences of families impacted by generational trauma, racism, displacement, and poverty.
The program provides clinical servicesincluding therapy, family work, and emotional wellness supportdelivered in community settings, homes, schools, and transitional or permanent supportive housing sites. Maat staff work closely with families to address emotional, behavioral, and relational challenges, while strengthening protective factors, enhancing resilience, and supporting overall wellbeing. With an emphasis on trust, cultural affirmation, and genuine partnership, the Maat Program uplifts families through holistic healing, community connection, and resource access.
About the Position
The Program Manager provides operational, clinical, and people leadership across multiple mental health programs, including a clinical treatment program and a community-based program offering trainings and workshops. This role serves as a key liaison between frontline staff and senior leadership, translating program vision into day-to-day practice while ensuring accountability to contract deliverables, productivity targets, and service quality.
The Program Manager leads through relationship, trust, and clarity, holding compassionate yet direct accountability conversations, supporting clinicians in meeting expectations, and fostering a positive, engaged team culture. This role requires strong organizational skills, emotional intelligence, and the ability to balance operational demands with trauma-informed and clinically grounded leadership.
Key Responsibilities
Program Operations & Contract Management
Manage and monitor contract deliverables, productivity expectations, and year-to-date targets across assigned programs
Staff Management & Accountability
Conduct regular 1 : 1 check-ins with clinicians to review monthly targets, caseload progress, and workflow challenges
Team Leadership & Engagement
Facilitate monthly team meetings to :
Share updates on year-to-date productivity and contract targets
Vision Translation & Strategic Alignment
Work closely with the Program Director to understand and operationalize program vision and priorities
Community-Based Program Oversight
Oversee a community mental health program that provides trainings and workshops to external partners and community sites
Leadership & Clinical Awareness
Maintain awareness of clinical dynamics, including power differentials, boundaries, and splitting
