Housing Program Manager

Job Description

This is a brand-new program here at FBH! We are looking for a dynamic individual to help us build and manage this new Housing Program for forensic populations. In partnership with the Program Director, you will be responsible for the overall design, development, direction, coordination, and evaluation of assigned departments, including implementing policies, guidelines, practices, and staff training plans. You will provide ongoing clinical and administrative supervision, leadership, and support to staff within assigned departments. You will assign tasks / delegate responsibilities and conduct follow-up to ensure deadlines are met, contract requirements and goals are achieved, and quality work is completed. You will also address complaints, investigate concerns, and resolve problems. Additional responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, providing positive employee recognition, coaching to potential and corrective action as needed. Lastly, you will oversee two teams within the program as outlined below :

Emergency / Transitional Team

This team provides on-site support staff at the housing facility where Trueblood class members who are eligible for emergency and transitional housing can reside with the goal of obtaining permanent supportive housing. Staff will support Trueblood class members-individuals with behavioral health needs who are involved in the criminal justice system and require specialized housing and services including :

  • On-site support to residents, ensuring a safe and welcoming environment.
  • Intensive case management to TBCMs residing in emergency or transitioning housing.
  • Develop and implement individualized service plans focused on housing stability, behavioral health, and community reintegration.
  • Coordinate access to mental health, substance use, medical, and social services.
  • Support clients in navigating legal obligations, including court appearances and compliance with diversion programs.
  • Collaborate with peer support specialists, health care providers, and employment coaches.
  • Maintain accurate documentation and participate in multidisciplinary team meetings.

Permanent Supportive Housing Staff

This team will provide onsite permanent supportive housing staff to Trueblood class members-individuals with behavioral health conditions involved in the criminal justice system-residing in permanent supportive housing. This role is essential to maintaining a safe, stable, and trauma-informed environment that promotes recovery, dignity, and long-term housing success. Maintain a safe and welcoming environment for residents through regular monitoring and de-escalation support including :

  • Build a trusting relationship with residents and provide emotional and practical support.
  • Assist residents with daily living activities, including hygiene, meals, and medication reminders.
  • Support residents in accessing services such as behavioral health, legal aid, and employment programs.
  • Document incidents, resident interactions, and service coordination in compliance with program standards. Collaborate with case managers, peer support specialists, and health care providers.
  • Uphold trauma-informed care, harm reduction, and housing first principles.
  • Essential Duties and Responsibilities

  • Participate in program planning and provide oversight of assigned program. Gathering, reviewing, analyzing, and submitting data requests to Director, and assisting with program development, redesign, and compliance.
  • Continually seek areas of opportunity for program and process improvement and work in collaboration with program director to implement positive change.
  • Provide and role model effective leadership that engages, motivates, and supports assigned staff.
  • Provide supervision to assigned staff in a manner that promotes and develops clinical and leadership skill development.
  • Address employee performance concerns in a timely manner, utilizing HR support as needed.
  • Provide case consultation and case review.
  • Oversee implementation and adherence to of organization wide and department-specific FBH policies, monitoring for compliance and addressing non-compliance as needed.
  • Ensure supervisors provide and document ongoing staff support / recognition, supervision, teaching, and training and that supervisors engage with staff in a manner that builds staff clinical knowledge and skills, enhances team cohesiveness, and elevates staff morale.
  • Remain up to date with all contractual and regulatory requirements affecting assigned program areas, closely monitoring achievement of required objectives and metrics (as applicable) and proactively addressing shortcomings as needed.
  • Effectively disseminate information as appropriate. Effectively manage change, utilizing a positive approach.
  • Assist staff to utilize productive conflict resolution techniques in handling conflict.
  • Monitor staff performance to ensure staff meet performance expectations, productivity requirements, compliance with required training, documentation, and timekeeping.
  • Complete employee performance reviews in a timely manner.
  • Provide community and regional consultation, training, and education as directed.
  • Participate in peer review, staffing, and administrative meetings and in-service training as directed.
  • Escalate barriers, high-risk situations, unresolved concerns, etc. to Director or appropriate individual as needed.
  • Requires travel to see clients in the community and travel between work sites either via FBH owned vehicles and / or personal vehicle.
  • Other duties as assigned.
  • Qualified Applicants Will Have

    Required :

  • Master's degree in the behavioral health sciences.
  • Washington State Department of Health licensure in the state of Washington, specifically : Advanced Social Worker, LICSW, LMHC, or LMFT.
  • Five years of experience post master's degree providing direct treatment services in behavioral health care with children, youth, families, and / or adults with serious emotional problems, mental illness, and / or co-occurring alcohol and substance use disorders :
  • Experience should include forensic populations.
  • Experience should include housing forensic populations.
  • Experience with crisis intervention, including risk assessments
  • Two years of experience supervising employees.
  • Must have an unrestricted and valid driver's license, be able to pass a motor vehicle screening and driving test, have active car insurance, and be willing to use their personal vehicle in the course of work.
  • Preferred :

  • Experience in program development.
  • Knowledge, Skills & Abilities :

  • Ability to communicate and engage effectively with individuals of varied backgrounds, trauma experiences, cultures, education level, and socio-economic status.
  • Must be computer literate with experience in Microsoft operating systems. Experience with electronic health records and reporting preferred.
  • Capacity to work cooperatively, independently, and creatively to accomplish assigned responsibilities.
  • Ability to work within the agency's structure, to relate constructively to colleagues and community, and to use professional guidance and supervision.
  • Capacity to display a positive, optimistic, accepting attitude toward staff, clients, and the community. Sensitivity to individuals' unique cultural characteristics, and to the challenges faced by the socioeconomically disadvantaged.
  • A broad range of experience and / or knowledge of issues and service delivery approaches related to providing clinical services, including evidence-based and promising practices and progressive approaches, to children and their families, and adults in a community mental health setting and clinical program development for these populations.
  • Knowledge base should include an understanding of integrative managed behavioral health care systems and service management.
  • Physical, Sensory & Environmental :

  • This position provides client services in-office and within the community at large on an occasional to frequent basis.
