This critical role offers the opportunity to contribute to high-impact financial initiatives within a mission-driven environment. The ideal candidate will be responsible for a range of duties, including but not limited to : / pulliProvide budget and finance advisory and assistance services in support of DTRA research and development programs in accordance with DoD policies. / liliMaintain the Divisions current spend plan and unfunded requirements list. / liliMonitor, analyze, and report on commitments, obligations, and disbursements for RDTE appropriations. / liliPrepare supporting financial documentation required to commit funding IAW DTRA financial policy and procedures. / liliCreate data visualizations (tables, bar and pie charts) that inform leaders of budget position to drive decisions. / liliResearch unobligated commitments and unliquidated obligations. / liliReview monthly status reports (MSR) provided by the performers and reconcile them to disbursements as recorded in government databases. / liliInform program managers of the status and availability of funds. / liliEstimate future financial needs of programs to feed out year programming. / liliSupport the Future Years Defense Plan (FYDP) in developing exhibits and articles for government leadership approval. / liliSupport the development of the Budget Estimate Submission (BES). / liliPlanning and programming of future requirements and preparation of Program Objective Memorandum (POM), Budget Estimate Submission (BES), Presidents Budget (PB) and other products supporting requests and justification for funding. / liliAssist program managers by providing advisory assistance for financial support functions to include the coordination and tracking of financial instruments, defense of budget requests, justification documentation, briefing materials, and other administrative documents. / liliReview managers budget proposals for completeness, accuracy, and compliance with laws and other regulations. / li / ulpSecurity Clearance Requirement : Active / current Secret clearance minimum is required. Current TS / SCI is highly preferred. / ppRequired Qualifications : / pulliBachelors degree in Accounting, Business Administration, Finance or related discipline. / liliAt least 5-7 years experience managing budget execution, spend plan, and burn rate processes. / liliAt least 5-7 years experience forecasting future financial requirements and preparing associated documents Program Objective Memorandum (POM), Presidents Budget, and Budget Estimate Submission (BES). / liliAt least 5-7 years resource management experience working with multiple DOD appropriations. / liliExperience implementing Government accounting policy and regulations including the DoD Financial Management Regulation (FMR), Federal Acquisition Regulation (FAR), and OMB Circular A-123. / liliExperience creating data visualizations to produce pivot tables, bar graphs, pie charts, etc. / liliExperience developing and presenting complex information to senior government officials using Microsoft Office Suite applications. / li / ulpPreferred Qualifications : / pulliMBA Degree. / liliPrior Defense Threat Reduction Agency (DTRA) or other DoD experience. / liliTechnology tool experience in : Defense Agencies Initiatives (DAI), Spend Plan Management and Reporting Tool (SMART), Electronic Document Access (EDA), Wide Area Work Flow (WAWF), and Joint Integrated CBRN Analytic Platform (JICAP). / liliProfessional certifications (e.g. Certified Defense Financial Manager (CDFM), Certified Government Financial Manager (CGFM). / li / ulpARServices is an Equal Opportunity / Affirmative Action Employer committed to hiring and retaining a diverse workforce, including protected veterans and individuals with disabilities. / p / div
