Project Accountant Senior

The Project Accountant Senior supports the Health Department's mission by delivering complex professional accounting, budgeting, auditing, and grants management functions. This position is central to ensuring program financial solvency and compliance by preparing detailed reports and performing "What if" analyses to adapt to community needs. Operating under general direction, the specialist collects, analyzes, and reports on complex financial data from all partners, ensuring strict adherence to County, State, and Federal regulations, while also providing technical assistance across various finance functions. Crucially, the individual in this role is expected to uphold the division's commitment to racial equity, reduce health disparities, and actively foster a work culture characterized by safety, trust, and belonging.

As a Project Accountant Senior, responsibilities include :

  • Performs complex professional accounting, budgeting, auditing, financial analysis, contracts, and grants management for both internal departments and external partners.
  • Prepares extensive reports and exhibits detailing a program's financial soundness and compliance with relevant laws, grant / funding requirements, and regulations.
  • Reviews and interprets current, new, or revised laws, regulations, and policies to determine their financial impact on assigned operating areas, work functions, programs, and grants.
  • Exercises professional judgment to execute financial and accounting functions not explicitly covered by written procedures and standards, and recommends solutions to senior managers and external organizations regarding unusual or questionable financial accounting and reporting.
  • Independently evaluate current work processes across Finance and Business Management units, identify existing problems, and lead the implementation of changes to improve overall efficiency and compliance with policies and regulations.
  • Develop and present comprehensive reports incorporating analysis of financial commitments and obligations, detailed budget-to-actual reporting, and trend analysis to accurately project future revenues and expenses.
  • Ensure all process improvements maintain strict compliance with County, Department, and external policies and regulations.
  • Develop and implement a new, comprehensive training manual and processes specifically for Finance and Business Management staff.
  • Examine the adequacy of internal routines and controls for programs and contractors, and review the scope and effectiveness of internal and external audits.
  • Collect and analyze data to proactively detect deficient controls, waste, fraud, and non-compliance with laws and regulations.
  • Determine and recommend necessary corrective actions to management to mitigate risks and improve operational efficiency.

Salary / Pay : Please be advised that the pay range listed for this position is intended to provide general guidance on the earning potential for the role. However, actual compensation will be determined in accordance with the Oregon Equal Pay Law and will take into account factors such as the candidate's relevant experience and education. Candidates should expect that initial offers will be made within the listed pay range and may not be at or near the top of the range.

Routine Telework : At this time, this position is designated to "routine telework," meaning you will be working remotely (from home). As with all telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. Currently, all employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is Gladys McCoy Building, 619 NW 6th Avenue, Portland, OR 97209.

Required Minimum Qualifications / Transferable Skills

  • : Education / training equivalent to a bachelor's degree from an accredited college or university with major course work in accounting, finance, or a related field. Three (3) to six (6) years of relevant experience that demonstrates the ability to perform the duties of the position.

  • Strong analytical skills and thorough knowledge of Generally Accepted Accounting Principles (GAAP), Financial Accounting Standards Board (FASB) and Government Accounting Standards Board (GASB).
  • Skill to apply and adapt established accounting principles and procedures to a variety of County fiscal applications.
  • Skill to independently recognize problems and assist in developing solutions.
  • Demonstrated ability to operate and maintain accurate reports and records.
  • Ability to communicate clearly and concisely, both orally and in writing; and to establish and maintain cooperative working relationships with those contacted in the course of work.
  • Demonstrated experience and proficiency in Microsoft Excel.
  • Minimum of five years of progressively responsible financial analysis, advanced level professional accounting or fiscal / grants management experience preferred.
