Position Overview
We are seeking an experienced Developer / Programmer Analyst 3 to support complex application development and enhancement initiatives within large-scale public-sector systems. This role involves designing, developing, testing, integrating, and documenting web services and enterprise applications that support long-term care and regulated healthcare programs.
The ideal candidate will work closely with business users, technical teams, and stakeholders to deliver compliant, scalable solutions aligned with federal and state regulations. This position requires a high level of independence, technical leadership, and deep experience across the full software development life cycle.
Key Responsibilities
Plan, design, develop, test, and document enterprise-level software applications
Analyze user requests for new or modified programs to determine feasibility, cost, timelines, and system compatibility
Develop specifications for enhancements involving web services, batch processing, and database-driven systems
Consult with users to identify current workflows and clarify business and technical objectives
Create and implement structured or object-oriented development plans
Enhance existing systems by modifying web services, batch processes, and database components
Participate in system integration testing, defect resolution, and production implementation
Develop and maintain system documentation, test plans, test cases, and deployment plans
Collaborate with developers, business analysts, QA teams, and other stakeholders
Provide technical guidance and may lead or direct the work of other team members

Required Skills & Qualifications
Minimum Requirements (8+ years each) :
Full Software Development Life Cycle (SDLC) experience including design, development, testing, integration, and deployment
Strong experience in Java / J2EE development with object-oriented design (OOD)
Advanced SQL programming and experience working with relational databases (Oracle preferred)
Experience developing and consuming Web Services , RAD tools, and WebSphere
Ability to create, read, and understand Oracle stored procedures
Experience with system integration testing and enterprise application development
Proven ability to collaborate across cross-functional teams including developers, business analysts, and QA teams
Experience creating system test plans, test scenarios, schedules, and defect tracking processes
Strong understanding of data structures , data migration, conversion, and transformation
Ability to analyze user requests and develop technical specifications aligned with business needs
Experience consulting with users to clarify objectives and operational requirements
Ability to formulate development plans using structured analysis, design methodologies, or object-oriented approaches
Preferred Qualifications
Experience supporting public-sector or healthcare-related systems
Familiarity with large-scale government IT environments
