Qualifications
Eligibility for this position will be based on meeting the basic education requirements below and clear and comprehensive indication that the applicant has had experience of the scope and quality sufficient to carry out the duties and assignments of the position. Applicants must meet the basic education requirements and possess the essential skills, knowledge, and abilities listed in the Executive Core Qualifications and Technical Qualifications paragraphs below.
EXECUTIVE CORE QUALIFICATIONS (ECQs) : In addition to the Technical Qualification Requirements listed below, all new applicants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position. There are five ECQs :
Sub-Competencies :
Knowledge of the American System of Government : Demonstrates understanding and appreciation of the American system of government, including the Constitution, the Bill of Rights, separation of powers, federalism, and the historical development of the American Nation.
Sub-Competencies :
Fiscal Responsibility : Strategically manages, allocates and monitors financial resources. Aligns priorities and initiatives to justify budget proposals. Monitors expenditures, cuts unnecessary costs, and uses cost-benefit analysis to set priorities.
Sub-Competencies :
Technical Skill : Possesses the requisite technical knowledge and subject matter expertise to consistently produce timely, high-quality work. Is considered a strong contributor in his or her domain.
Sub-Competencies :
Accountability : Ensures that employees are appropriately recruited, selected, appraised, trained, and retained. Takes swift action to address performance- or conduct-based deficiencies in employees supervised. Holds self and others accountable for measurable high-quality, timely, and cost-effective results.
Sub-Competencies :
Operational Mindset : Effectively translates strategies into actionable steps and processes. Partners effectively with stakeholders to drive adoption and addresses blockers to ensure successful implementation.
Note : If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you must attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. See "Required Documents" section for additional information.
TECHNICAL QUALIFICATIONS : To meet the minimum qualification requirements for this position, you must show that you possess the below TQS within your resume, not to exceed a 2 page resume :
1. Demonstrated executive level experience in managing operations that perform a full range of highly complex professional audit, accounting, or audit advisory services. This should include a comprehensive knowledge of Federal Government or other large private organizations' professional auditing standards, principles and practices for conducting highly complex audits
2. Extensive experience in leading organizational change with demonstrated success in change management best practices, including business process re-engineering, strategic communications, and building coalitions with all levels of management in the Federal Government or large private / corporate / industry organizations, Defense Contractors, or variety of external organizations.
DoD Joint Enterprise-Wide Experience Statement :
In addition, DoD requires the Enterprise Perspective. The applicant must have the ability to apply a broad point of view and an understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. This information should be embedded within your application package.
Education
Basic Education Requirements : Degree : A Bachelor's degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting is required. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and / or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and / or auditor.")
Additional information
1. This is a Tier 1 Senior Executive Service (SES) position with a salary range of $182,491 to $207,500
2. OPM Candidate Development Program (CDP) graduates and current Career SES members need only to address the technical qualifications and need not respond to the Executive Core Qualifications (ECQs) in their resume.
3. You will be required to serve a one year probationary period unless you have previously completed the probationary period.
4. You will be paid by direct deposit to a financial organization.
5. Selectee will be required to file an annual financial disclosure statement, form OGE-278.
6. Some travel of all modes of transportation within Continental United States is required.

9. An essential element of the SES is mobility across geographic, organizational, and functional lines. Individuals selected for SES positions may be subject to reassignment, which requires you to be mobile. All new appointed Career SES leaders must sign the Reassignment Rights Obligation Agreement as a condition of employment into the SES.
10. Security Requirements : Critical Sensitive.
11. Veterans' preference does not apply to positions in the Senior Executive Service.
12. Permanent Change of Station Cost : Moving expenses may be authorized.
13. Drug Testing : This is a drug testing designated position. You must pass a drug test before your assignment to this position and you will be subject to random drug testing subsequent to your assignment.
Defense Acquisition Workforce Improvement Act (DAWIA) Certification Program : As a condition of employment, the selectee must meet the requirements of the DAWIA Certification Program. The selectee must obtain the required certification within the specified grace period for their applicable certification level, except that designated Key Leadership Positions at the GS-14 / 15 levels require certification completion at the time of assignment.
Financial Management (FM) Certification Program : As a condition of employment, the selectee must meet the requirements of the DoD FM Certification Program. The FM Certification Program is a course-based program consisting of three certification levels. Level three certification must normally be completed within two years of the selectee's employment start date.
Security Clearance : Top Secret / SCI
Drug Testing : This is a drug testing designated position. You must pass a drug test before your assignment to this position and you will be subject to random drug testing subsequent to your assignment.
This position is not covered by a bargaining unit.
