Air Reserve Technician Officer Position

The primary purpose of this position is to serve as an Air Reserve Technician (ART) officer, a second level supervisor, providing, organizing, and overseeing supervisory and nonsupervisory employees assigned to AFRC / A1Z Division within HQ Air Force Reserve Command. Provides overall direction on a wide range of Integrated Resilience, Airmen and Family Readiness, Professional Development, Strategic Partnership / Communication, Developing Resilient Leaders and other community programs. Additionally, provides training to reservist in the accomplishment of the tasks set forth herein.

Duties include :

  • As Division Chief, plans, organizes, and oversees the activities of the Division.
  • Exercises supervisory personnel management responsibilities.
  • Establishes, develops, and maintains effective working relationships with DoD, AF, AFRC and other MAJCOM leaders.
  • Serves as the AFRC Command's principal advisor for Integrated Resilience, Strategic Partnership / Communication, Developing Resilient Leaders and community programs and dual hatted as the Director for the Professional Development Center, ensuring legal and regulatory requirements are met, as well as the needs of AFRC and non-AFRC Airmen, families and communities across all AFRC owned installations and tenant locations.

Requirements include :

  • Student Loan repayment may be authorized for this position.

  • Must be a current member of the AF Reserves or willing / qualified to join.
  • A security clearance may be required.

  • This posn is subject to provision of the DoD Priority Placement Program.
  • Must sign a mobility agreement.

  • Position may be subject to random drug testing.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and / or holidays.
  • Shift work and emergency overtime may be required.

  • Qualifications :

    This is an Air Reserve Technician (ART) Officer position located at HQ AF RESERVE CM A10K with the military rank of COL, AFSC : 016X4. For questions concerning military eligibility please contact the Air Force Reserve Qualification Center at 1-800-257-1212.

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management.

    Specialized Experience : Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the requirements for community and families support delivery systems, to develop, implement and improve programs and draw supportable conclusions; principles and techniques of social system design to analyze and make recommendations with regard to education and training program objectives, policies, delivery systems and resources to improve accessibility, responsiveness and relevance to the mission and the needs of its members; and the knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing integrated resilience and community programs, and the common types of these in effect in state and local governments, carried out at the installation level and in local communities.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions : Applicants must have served at least 52 weeks at the GS- 14 grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.

    Knowledge, Skills and Abilities (KSAs) : Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and / or competencies in the following areas :

  • Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the requirements for community, families and Airmen support delivery systems, to develop, implement and improve command-wide programs and draw supportable conclusions.
  • Wide ranging professional knowledge of principles and techniques of social system design to analyze and make recommendations with regard to education and training program objectives, policies, delivery systems and resources to improve AFRC accessibility, responsiveness and relevance to the command mission and the needs of its members.
  • Comprehensive knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing integrated resilience and community programs, and the common types of these in effect in state and local governments, carried out at the installation level and in local communities.
  • Ability to recognize and analyze problems, conduct research, summarize results, and appropriate recommendations. Ability to develop and use appropriate data collection techniques.
  • Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
  • Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy
  • Other significant facts :

  • This is an Air Reserve Technician Officer (ART) officer position. The incumbent must meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedules will be so aligned to allow the individual to function fully on unit training assembly (UTA) weekends.
  • Incumbent may occasionally be required to work other than normal duty hours or overtime to meet workload demands.
  • This is an AFRC key management position, in which, the incumbent is required to formulate, determine, and / or influence policies. Must be highly knowledgeable of the AFRC mission and responsibilities. As a designated key position, the term "key" as it is used here relates to the ART program that defines the position as critical to mobilization capability (i.e., formulates, determines or influences policies of the unit to which assigned), and has no relationship to the term "key" as defined in DoDD 1200.7, "Screening the Ready Reserve".
  • This is a designated mobility position. Incumbent must be willing to move / transfer to another unit / location on a lateral or promotion basis as directed by HQ AFRC. AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions. The employee must sign a mobility agreement.
  • Must possess demonstrated leadership and managerial abilities essential to successful accomplishment of responsibilities inherent in this position.
  • The incumbent must be able to obtain and maintain appropriate security clearance.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Incumbent may be required to fly in military and / or commercial aircraft to perform temporary duty (TDY) assignments.
  • Performs other related duties as assigned.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Part-time or unpaid experience : Credit will be given for appropriate unpaid and or part-time work.
