Director of Nursing Services Ambulatory - FT - Day Shift

Distinguishing Features Of The Class :

The work involves directing the delivery of nursing services in the Ambulatory Services Department (outpatient clinics) at the Erie County Medical Center Corporation. The incumbent oversees the activities of nursing and ancillary personnel, develops and implements policies, procedures and staffing plans, and evaluates the nursing practice and departmental operations. In the absence of the Vice President / Assistant Vice President of Ambulatory Services, the incumbent is responsible for the administrative functions of the department. Work is performed under the general direction of the Vice President / Assistant Vice President of Ambulatory Services. Supervision is exercised over lower-level professional, paraprofessional, clerical and support staff. Does related work as required.

Typical Work Activities :

• Directs the nursing service for Ambulatory Services as performed by lower-level professional nursing staff, registered nursing staff and ancillary staff;
• Develops and implements staffing plans; evaluates appropriate staffing levels, selects personnel for employment and promotion and identifies learning needs of staff;
• Participates in staff education and monitors staff participation in educational programs;
• Develops and implements policies and procedures for nursing services in the Ambulatory Services Department; assists in the development and implementation of policies and procedures for departmental operations;
• Provides recommendations for developing and implementing new and amended services and programs;
• Oversees the patient experience and engages staff in promoting positive patient outcomes and satisfaction;
• Monitors performance of the nursing services for applicable laws, rules, regulations, accreditation standards, policies and procedures; develops and implements appropriate corrective actions regarding non-compliance with policies, procedures and standards;
• Assists in monitoring the financial performance of Ambulatory Services including, but not limited to : identifying cost, revenue and profit, evaluating charge structures, determining payor mix, and developing strategic plans for improving and growth of service lines; develops and implements appropriate corrective actions;
• Facilitates case reviews and root cause analysis for critical incidents; participates in labor relations meetings, grievances and arbitrations;
• Develops employee performance goals, evaluates employee performance, determines individual merit, incentive and / or promotional increases;
• Develops and determines work priorities and monitors status of special projects on an ongoing basis;
• Identifies overall patient / client service needs across service lines and develops clinical quality programs to meet those needs; ensures delivery of quality clinical services for outpatients;
• Develops and maintains ongoing and effective communication with medical and licensed staff, applicable ECMCC staff and external medical professionals;
• Develops and maintains relationships with community agencies, community groups, professional affiliations, etc.;
• Participates in and may organize meetings, committees, conferences, trainings, etc.;
• Promotes and participates in research studies.

Thorough knowledge of the principles, practices, terminology and equipment associated with the nursing practice; thorough knowledge of the functions, practices and staffing patterns associated with an ambulatory services operation; thorough knowledge of applicable laws, rules, regulations, accreditation standards, policies and practices associated with the nursing practice and ambulatory services operations; ability to monitor employee performance for compliance with applicable regulations, standards, policies and procedures; strong analytical skills; ability to develop and implement policies and procedures applicable to the nursing practice and ambulatory services operations; ability to create, evaluate and develop corrective actions for hospital nursing programs in an ambulatory services operation; ability to educate others on the nursing practice and proper ambulatory services practices; ability to direct and supervise the work of lower-level staff; ability to develop a budget and monitor performance against allocations; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; sound professional judgment; capable of performing the essential functions of the position with or without accommodation.

Special Requirements :

Note 1 : Administrative experience, as defined by New York State Civil Service, means responsible direction and control of an identifiable organizational unit or program; in addition to the supervision of work groups, an administrator is involved in planning, resource allocation, program evaluation and policy formulation. Experience performing specialized functions or "staff activities" such as budgeting, finance, administrative analysis or personnel, which do not involve the aforementioned responsibilities, are not considered administrative experience.

Note 2 : Supervisory experience, as defined by New York State Civil Service, means responsible direction and control of subordinate employees. This involves a responsibility for planning for individuals in a work group. Typical duties may include, but are not limited to, assigning and reviewing work, evaluating performance, maintaining work standards, motivating and developing subordinate employees, implementing procedural changes, increasing efficiency and dealing with problems of absenteeism, morale and discipline. The supervision aspects must be an integral part of the job, not incidental or occasional. True supervision (e.g., first-line supervisors as opposed to "lead workers") is characterized by : (1) the close and immediate supervision of permanently assigned employees, on a regular, ongoing basis; (2) responsibility for the assignment and review of work, providing work instruction, the evaluation of work performance, maintenance of work standards, handling absenteeism, discipline, etc.; (3) accountability for the quantity and quality of subordinate's work and / or the completion of projects and program accomplishments.

Note 3 : Ambulatory services is defined, for qualifying purposes, as medical care in which patients are admitted, treated and discharged all on an outpatient basis. Examples include outpatient community-based practices, hospital clinics, outpatient dialysis, emergency room, outpatient rehabilitation services, infusion, dentistry and ambulatory surgery centers.
