Scope of Project

The City of Richmond seeks a senior-level Oracle APEX full stack developer to support a robust financial application that handles key revenue streams. The role requires extensive experience designing and executing complex Oracle SQL logic to support integrations with the Citys Oracle Enterprise Resource Planning system. Candidate must be able to lead requirements sessions troubleshoot defects develop high-performance PL / SQL code and deliver production-ready APEX enhancements.

Responsibilities :

Develop and maintain Oracle APEX browser-based applications supporting financial operations.

Collaborate with business users to gather and document requirements.

Design develop test and deploy complex PL / SQL logic for data conversion data migration and system integration.

Build and optimize Oracle External Tables Joins Indexes Sequences and shell scripts when necessary.

Perform PL / SQL performance tuning using SQL Trace Explain Plan Indexing strategies Hints Bulk Binds and Bulk Collect.

Debug and remediate issues in complex applications within fast-paced environments.

Develop dynamic interactive reports in Oracle APEX using native reporting tools.

Lead requirement discussions define solution approaches and ensure defect resolution.

Required / Preferred Skills :

Required (10 Years Each) :

Oracle APEX full stack development including requirement gathering and application implementation.

Designing and maintaining custom Oracle APEX applications.

SQL and PL / SQL scripting for data conversion and migration.

Developing External Tables Joins Indexes Sequences; writing ad-hoc SQL; shell scripting.

PL / SQL performance tuning (Trace Explain Plan Indexes Hints Bulk Binds Bulk Collect).

Debugging complex applications and resolving defects.

Building dynamic Oracle APEX reports using APEX reporting tools.

Leading requirement sessions and defining technical solutions.
