SCOPE OF POSITION :
Under the supervision of the Director of Social Services, The Way Out Center Program Manager will be responsible for all administrative, program and personnel functions along with day-to-day operations of The Way Out Center Program.
EDUCATION AND WORK EXPERIENCE :
- Bachelor of Science or Arts Degree in social work, psychology, or other related field preferred
- Center management experience could be considered in lieu of degree
- Experience supervising staff and volunteers
- Experience working with the homeless population
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED :
Knowledge of social services, local resources, and referrals as appropriatePossess general computer and keyboarding skillsKnowledge of Microsoft Suite and recordkeeping systemsEffective verbal and written communicationCapable of observing and communicating effectively with staff, volunteers, program participants, and the communityEffective interpersonal skills effectively working in a team and with diverse populationsCapable of scheduling, performing, and maintaining data entry, contract compliance, budgeting, and reportingDe-escalation trainingOver 21 years of agePossess a Valid State Driver LicensePass a Criminal and Driver Background CheckPeer Support Certification preferred or obtained within 90 days of hireHave or complete De-escalation trainingProficiency with CMIS / HMIS software preferredCurrent WA State Food Handler’s Card, Bloodborne Pathogen and CPR / First Aid Certification or obtain within 30 days of hireExperience supervising staff and volunteersExperience working with homeless demographicESSENTIAL DUTIES AND RESPONSIBILITES :
Represent The Salvation Army and respect and work within its Christian tenetsSupervise The Way Out Center employees, participants, and volunteersAbility to work a flexible schedule to offset daily workloads or staffing shortfalls; find replacement staffSupervise all work areas within the office :Office Management
Development / implementation of policies, procedures, systems and formsCase managementRecords managementData collection and statistical reportingQuality customer serviceBillingTrain The Way Out Center staff on positions, TSA policies / procedures, and continuing education as neededAssist Director of Social Services on contract compliance, fundraising, grants, budgeting, and program auditsMeet with employees / volunteers regularly to exchange information and discuss issues affecting the programPrepare procedural manuals and policies with guidance from the Director of Social ServicesPrepare reports as required by the Director of Social ServicesRegularly monitor the accuracy, completeness, and timeliness of all functions of the officeServe as a point of contact for information and represent The Way out Center to the communityRespond to all inquiries within established guidelines; represent TSA at community meetings and eventsProvide outreach services outside The Way Out Center to recruit program applicantsTrain staff and volunteers in the use of automated systems and word processing software, introduce new versions or functions, trouble shoot problems, and attend meetingsSupervise the management, retrieval, and destruction of records within established guidelinesSchedule / provide guest transportation to / from appointments, meetings, and employment as requiredManage appeals of participants that have been terminated from The Way Out Center and make decisions regarding appeals, unless directly involvedIf directly involved with the termination or appeal, the Social Services Director makes the determination
Able to be on-call for programming emergenciesPerform The Way Out Center tasks required, which may include but not be limited to the following :Oversight of outreach
Intake and placement of new participantsCase managementEmergency Assistance Programs (food, clothing, transportation, etc.)Life Skills Classes including the demonstration kitchenTurning over of unitsMonthly Case Reviews for all participantsRandom unit checksAftercare servicesFollow-up servicesSeasonal and special EventsPerform other tasks as assignedPHYSICAL REQUIREMENTS :
Sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basisGrasp, push, pull objects such as files, file cabinet drawers, and reach overheadOperate a multi-line telephoneOperate a desktop or laptop computerLift up to 30 pounds regularly and 50 pounds occasionallyAccess and produce information from a computerUnderstand written informationSweep, clean, shovel snow, operate snow blower; perform janitorial tasks as neededTurnover center unitsQualified individuals must be able to perform the essential duties of the position with or without accommodation. WORKING CONDITIONS :
The work is typically performed in a shelter environment with office spaces, communal living areas, a kitchen and individual bathroomsFast-paced environment with frequent interruptions requiring adaptability, compassion, and resilienceFrequent loud noises due to group conversations, TV or music playing, and clients in mental health crisisIrregular hours, including nights, weekends and holidaysThe Salvation Army reserves the right to reassign, review the job or to require that different or additional tasks be performed based on the organization’s need or when circumstances change.
