Role Summary
The Training Lead is a Key Personnel role responsible for developing and executing the Contractor’s comprehensive training strategy for the PRDS Solution. This role serves as the expert user for the Solution’s training program and leads the design, development, delivery, and continuous improvement of training for TennCare Authorized Users, MMPVP staff, MCCs, and other stakeholders.
Key Responsibilities
Training Strategy & Planning
Lead development and maintenance of the Contractor’s Training Strategy and Training Plan , ensuring alignment with the TennCare Solution Implementation Lifecycle (SILC), RACI and Deliverables, and the Project Management Plan (PMP) Standard.
Ensure that training content, scope, and schedule are documented in the Training Plan portion of the Operations and Maintenance (O&M) Run Book and submitted for TennCare review and Acceptance.
Curriculum & Content Development
Design and maintain role-based training curricula tailored to various user groups (e.g., TennCare staff, MMPVP staff, MCCs, providers, call center staff), covering both functional workflows and system functionality.
Oversee creation of training materials, including :
Instructor-led training decks and manuals
Job aids / desk aides and quick-reference guides
E-learning modules and self-paced courses
Video tutorials and recorded demonstrations
Online help and user documentation for PRDS components and functionality.
Training Delivery & Knowledge Transfer
Deliver and / or coordinate delivery of internal and external training sessions for TennCare Authorized Users and other stakeholders on the PRDS Solution, including its components and end-to-end provider enrollment workflows.
Implement a train-the-trainer approach where appropriate, enabling TennCare-designated staff to train additional users.
Ensure training supports both technical and non-technical audiences and accommodates varying levels of system access and responsibilities.
Training Operations & Logistics
Coordinate training environments (data, configuration, access) with technical teams to support hands-on practice sessions.
Manage training schedules, registration, facilities (including on-site locations within the radius specified by the contract, if TennCare facilities are unavailable), and any required equipment.
Ensure accurate attendance tracking, completion records, and adherence to TennCare’s training and documentation standards.
Continuous Improvement & Sustainment
Collect feedback from training participants and TennCare stakeholders to continuously refine training content, methods, and tools.
Update training materials and curricula to reflect changes to the PRDS Solution, business processes, policies, and interfaces over time.
Coordinate with other key leads (Project Manager, Integration Lead, Business Operations Manager, Security Lead, etc.) to ensure training reflects current system capabilities, operational practices, and security / privacy standards.
Requirements
Minimum Qualification Requirements
Experience
Six (6) or more years of experience as an expert user delivering training on the PRDS Solution or a similar provider enrollment / Medicaid IT Solution, specifically for TennCare-defined training.
Demonstrated experience developing and implementing training strategies and plans for large-scale IT implementations, including both classroom and virtual / e-learning modalities.
Experience providing training to diverse stakeholder groups such as State staff, vendors, and providers.
Knowledge & Skills
Strong instructional design and adult learning skills, with the ability to translate complex system functionality and provider enrollment rules into clear, understandable training content.
Experience producing a range of training materials, including job aids, videos, and online help, for large user populations.
Excellent facilitation, presentation, and communication skills, including comfort leading sessions for technical and non-technical users.
Ability to align training deliverables with formal project management standards (e.g., PMP) and contract-defined deliverable expectations.
Education
Bachelor’s degree in Education, Instructional Design, Information Technology, Health Administration, or a related field; equivalent experience may be considered.
Preferred Qualifications
Experience training users in Medicaid , MMIS , or provider enrollment systems, or other complex healthcare eligibility / verification platforms.
Familiarity with accessibility requirements for electronic and information technology (EIT), and experience incorporating those requirements into training materials and environments.
Experience working within multi-vendor and multi-stakeholder environments similar to TennCare’s MMPVP structure.
