Salary Range : $39.42 - $41.82 hourly; $82,000 - $87,000 annually

Description :

This is an exciting opportunity to advance your non-profit career. Join 180 Degrees, a statewide provider of shelter and services, as a Regional Program Manager for our operations in Rochester and Southeast Minnesota. We seek an experienced, hands-on leader to oversee operations of our brand new $10 million Youth Shelter & Connection Center. Working onsite, you'll manage and coach our shelter manager and teams; work with youth; and ensure quality of operations in our 24-hour shelter that services high risk youth, ages 12-17. The right leader will be skilled at building partnerships, guiding and supporting teams, and eager to develop new programing with a cohort of Regional Program Managers.

The Regional Program Manager expands and deepens 180 Degrees' impact across the regions we serve. Acting as a trusted regional ambassador, this role leads strategic outreach, builds strong partnerships with counties and community providers, strengthens referral pathways, and positions 180 Degrees as a knowledgeable resource and subject matter expert for youth and families.

This position is community-facing (outreach, partnerships, Advancement activities, referral development, events) and internally focused (program oversight, budget review, compliance, support to program leadership).

This position also serves as a key partner to the Advancement Department, helping strengthen visibility, donor engagement, site-based branding, event participation, and messaging in the communities we serve. Approximately half of the community-facing time is spent on referral network development and system partnerships, and half on Advancement priorities including marketing and communications, event support, donor cultivation activities, and foundation engagement.

Internally, the Regional Program Manager provides leadership to assigned shelter programs by ensuring program goals, budgets, compliance expectations, and quality standards are achieved. This role is relational, organized, and strategic, bridging internal operations with external community engagement.

The Regional Program Manager has direct reports.

This position is 40 hours per week; FTE 1.0.

Program Portfolio :

Regional Program Managers oversee the youth shelters, other residential programs, and outreach teams within their assigned geographic region. Responsibilities include, but are not limited to, supporting program leadership; ensuring consistent implementation of organizational standards; and maintaining strong relationships with counties, community partners, and referral networks across the assigned region.

Southeast Minnesota Region

  • Programs : Rochester Youth Shelter & Community Resource Center (12 beds); Olmsted County Foster Care Programming; and Southeast Region Outreach Team
  • Counties Served : Blue Earth, Brown, Dodge, Faribault, Fillmore, Freeborn, Goodhue, Houston, LeSueur, Martin, Mower, Nicollet, Olmsted, Rice, Sibley, Steele, Wabasha, Waseca, Watonwan, Winona
  • Duties and Responsibilities include the following. Other duties may be assigned.

    Community Outreach, Partnerships, & Advancement Integration

  • System & Referral Network Development : Serve as the regional representative of 180 Degrees, building relationships with counties, youth-serving agencies, schools, law enforcement, and community partners. Strengthen and expand referral networks to increase youth access to shelter, outreach, and stabilization services. Coordinate and host community-facing events, workforce workshops, partner meetings, and tours. Identify system-level gaps and opportunities for collaboration, partnership, and regional resource-sharing.
  • Marketing, Communications, & Site-Based Branding (Advancement Focus) : Support site-based branding and visibility efforts by coordinating with Advancement on messaging, signage, partner communications, and local marketing efforts. Promote events, sponsorship opportunities, and community initiatives that elevate 180 Degrees' presence. Ensure all external communications, materials, and outreach activities reflect 180 Degrees' mission, values, and brand standards. Gather stories, client highlights, and program successes to support Advancement and storytelling efforts.
  • Donor Development & Public Engagement (Advancement Focus) : Serve as the regional "external face" for community meetings, public events, and local media contacts as appropriate. Host site tours, partner visits, volunteer groups, and donor engagements in collaboration with Advancement. Support donor recognition activities at shelter sites, such as acknowledgements, plaques, or impact updates.
  • Foundation & Grant Support (Advancement Focus) : Assist Advancement with foundation relationship-building in the region through networking, introductions, and cross-agency connections. Host or co-host foundation site visits to demonstrate impact, highlight program needs, and align with funder interests. Support grant compliance for assigned regional programs, including data integrity, program implementation, and adherence to funder requirements.
  • Program Oversight & Leadership

  • Provide coaching and supervision to program leadership.
  • Ensure program's goals, strategies, culture, and expectations are clear and consistently implemented.
  • Monitor bed utilization, budgets, and program performance goals; collaborate with Finance and program leadership to meet targets.
  • Maintain compliance with all licensing, contracting, and internal policy requirements.
  • Promote accountability, integrity, and excellence in service delivery and team culture.
  • Advance Shared Goals with Internal Departments

  • Collaborate with internal departments to support seamless operations, alignment, and organizational success, including :
  • Quality : compliance, licensing, policies, reporting, audits

  • Finance : budgeting, revenue monitoring, expense alignment
  • Human Resources : staffing, recruitment, onboarding, culture, and training
  • Facilities : site safety, maintenance, and improvements
  • Participate in internal workgroups, committees, and cross-functional initiatives to support organizational priorities and strengthen communication across programs.
  • Collaborate regularly with Regional Program Managers in other geographic areas to ensure consistency, shared learning, and alignment across all youth programs.
  • Attend leadership meetings, strategic planning sessions, and other organizational gatherings as needed to represent regional needs and contribute to decision-making.
  • Promote consistent messaging, accountability, and transparency across programs and departments through clear, timely, and professional communication.

  • Maintain strong, recurring relationships with county partners, schools, agencies, funders, and donors
  • Document community partnerships in Salesforce accurately and timely.
  • Host or co-host at least one community-facing event per month.
  • Maintain a comprehensive regional outreach and event calendar aligned with program leadership and Advancement.
  • Represent 180 Degrees clearly and confidently in community settings, serving as a trusted connector, advocate, and storyteller.
  • Strengthen referral pathways and increase youth access to services across the region.
  • 2. Provide Effective Leadership for Regional Programs

  • Ensure program expectations, goals, and culture are fully implemented at each site.
  • Monitor and meet bed utilization, budget, and performance goals.
  • Ensure regulatory, licensing, and internal compliance is consistently met.
  • Support, coach, and develop program leadership in the region.
  • Communicate trends, needs, and opportunities to leadership proactively.
  • 3. Advance Organization-Wide Priorities Across Departments

  • Support Advancement with branding, donor recognition, storytelling, and regional visibility.
  • Support internal teams in achieving shared goals for each site.
  • Use clear, timely communication to ensure consistency and alignment across programs.
  • Qualifications :

  • Bachelor's degree in social work, Human Services, Public Administration, or a related field and 5+ years of experience in social services, youth development, homelessness response, or similar; an associate's degree and relevant work experience can be substituted on a year-for-year basis.
  • Master's degree in social work, Public Administration, Nonprofit Management, or a related field strongly preferred.
  • LSW, LICSW, LPCC, or related preferred.
  • 3+ years of supervisory experience, including coaching, staff development, and program leadership.
  • Valid driver's license and reliable transportation to independently travel across the region.

  • Demonstrated success in community outreach, system partnership, or regional service coordination, includes engaging diverse partners such as counties, schools, or agencies.
  • Experience in program budgeting, bed utilization goals, or contract / grant performance is strongly preferred.
  • Strong relationship-building, communication, and public speaking skills, with experience representing an organization in community or systems-focused settings.
  • Ability to understand and support compliance, licensing, and quality standards related to youth programming or social services.

    Non-Profit Location / Work Environment :

    This is an on-site position that includes community outreach and being actively engaged in the community. Must be able to work extended hours for events and special projects when needed. This role may include scheduled on-call responsibilities. As 180 Degrees operates programs that run 24 / 7 / 365, leaders are expected to maintain reasonable availability to support urgent or time-sensitive needs that arise outside of typical business hours.
