Description

The Division of Human Resources at Jackson State University is accepting applications for its Executive Director of Human Resources position. The Director of Human Resources is the chief human resources officer of the University system and serves as an advocate regarding benefits, policies, and practices that would have a positive impact on employees and as an advisor and strategic partner to University administration. The Director of Human Resources provides leadership through the management of a comprehensive human resources office, including talent acquisition, retention, and employment services, performance management, benefits administration, classification, compensation, and salary administration, training and staff development, regulatory compliance, labor and employee relations, and human resource information systems and records management.

Examples of Duties

  • Contributes to employee engagement by advising and supervising the implementation and administration of employee benefits programs, providing excellent customer service, automating processing systems, communicating information about programs and services to employees and to all levels of management throughout the University, working with benefit plan vendors, interpreting policies and state and federal laws in a consistent manner, and working with advisory committees to review and implement new and alternative benefits initiatives.
  • Advises employees and supervisors regarding performance and disciplinary issues, administers progressive discipline and grievance procedures consistently, listens to employee and supervisor concerns, conducts investigations as needed, and recommends a plan of action.
  • Serves as an advocate for employees by listening and becoming aware of employee needs and concerns, sharing this intonation with University leadership, researching best practices, and offering options for leaders to consider in addressing employee needs and concerns.
  • Ensures that applicants, employees, vendors, and University administrators receive excellent customer service in all interactions with the Office of Human Resources.
  • Ensures consistent and equitable application of human resource policies, procedures, and government regulations throughout the University by advising administrators about the applicable policies, procedures, and regulations, providing training for supervisors, and enforcing the personnel policies and procedures of the University.
  • Develops personnel policies, practices, and procedures for approval by the University administration by listening to employee concerns, reviewing best practices, and identifying opportunities to improve employee satisfaction.
  • Ensures the accuracy of personnel information for all University employees by supervising the maintenance of personnel records and reviewing personnel actions for application to the employee database.
  • Develops a competent, productive and effective personnel staff by supervising, directly and through delegation, professional and support employees.
  • Coordinates and oversees the interactive process regarding accommodations requested under the American with Disabilities Act (ADA).
  • Contributes to the overall success of the University by performing all other duties and responsibilities as assigned.

Typical Qualifications

  • Bachelor's degree in human resources, business, management, or related area.
  • Specialized professional human resources certification (SHRM-CP, SHRM-SCP, PHR, SPHR) preferred.
  • Ten (10) years of generalist human resources experience, across all functional disciplines, with increasing levels of responsibility.
  • Five (5) years of experience managing a team of human resources professionals.
  • A strong commitment to the mission of the university.
  • Must exhibit highest professional integrity and ability to work confidentially with discretion.
  • Capability of organizing, conceptualizing, and prioritizing objectives.
  • Proficient in the use of e-mail, word processing, spreadsheet, database, and presentation software and use of the Internet to access data, maintain records, generate reports, and communicate with others.
  • In-depth knowledge of Federal, State and local employment laws; the State Education Code; and other applicable laws and legal requirements as they relate to public higher education in Mississippi.
  • Broad knowledge of group insurance plans, retirement plans, compensation and benefits administration, and other related areas.
  • Demonstrated organizational skills in handling, directing, and prioritizing multiple and complex assignments / projects and maintaining records.
  • Demonstrated effective supervisory, interpersonal and leadership skills; ability to work independently with little direction.
  • Demonstrated experience in establishing, managing and delivering human resources processes, procedures and projects.
  • Experience with Banner, Kronos, and PeopleAdmin is preferred.
  • Demonstrated experience in managing a high-volume workflow office.
  • Demonstrated experience of working effectively in a team environment with a customer service focus.
  • Ability to communicate effectively, both orally and in writing; define problems, collect data, establish facts, and draw valid conclusions.
