Program Manager – IT (Technical Program Manager)

Location : Torrance, CA

Work Type : Onsite - Hybrid

Employment Type : 64 Week Contract

Position Overview

We are seeking a highly skilled and passionate Technical Program Manager (TPM) to join our team. In this role, you will help drive the evolution of key technology initiatives from initial concept through launch and ongoing improvement. You will collaborate closely with engineering, design, and cross‑functional stakeholders to deliver seamless, high‑quality digital solutions aligned with user and business needs.

Key Responsibilities

  • Lead major, complex technology programs from initiation through full implementation.
  • Translate user and business needs into clear product and technical requirements.
  • Partner with engineering, design, professional services, and business teams to deliver solutions that enhance customer experience.
  • Build and maintain program roadmaps using roadmap and portfolio management tools.
  • Present complex concepts and program updates in a clear, concise manner to executive leadership.
  • Manage competing priorities, make data‑driven decisions, and ensure strategic alignment across initiatives.
  • Drive continuous improvement across people, processes, tools, and organizational workflows.
  • Oversee program financials, scope estimation, timelines, and deliverables.
  • Guide teams through day‑to‑day challenges while maintaining focus on long‑term strategic goals.
  • Foster strong partnerships and influence across cross‑functional teams.

Minimum Qualifications

  • Bachelor’s or Master’s degree in Engineering or Computer Science.
  • 10+ years of experience leading technology program management, complex solution delivery, or major business process improvement initiatives.
  • Proven ability to thrive in fast‑paced, dynamic environments.
  • Experience delivering mobile and web‑based digital solutions.
  • Strong IT‑centric and customer‑centric mindset, with a focus on delivering a seamless user experience.
  • Experience developing systems solutions in partnership with technical leadership teams.
  • Demonstrated ability to synthesize information quickly and drive practical, effective solutions.
  • Expertise in building and managing roadmaps with portfolio management tools.
  • Ability to communicate effectively with executives and technical stakeholders.
  • Desired Skills & Experience
  • Experience managing programs related to payments, subscriptions, or e‑commerce.
  • Strong understanding of transactional user experience, payment flows, and subscription lifecycle management.
  • Experience working with Agile development teams.
  • Exceptional communication, presentation, and facilitation skills.
  • Track record of delivering technical programs from inception through post‑launch.
  • Experience operating across multiple teams with both strategic and tactical thinking.
  • Ability to influence and negotiate with stakeholders at all levels.
  • Proven ability to prioritize and resolve competing initiatives while ensuring high visibility and alignment.
  • Strong analytical and problem‑solving skills with the ability to understand complex processes and interdependencies.
  • Ability to create clear business justifications and evaluate risks and benefits for recommendations.
  • Demonstrated capability in setting and executing both short‑ and long‑term program strategies.
  • Expert proficiency with Jira and Confluence.
