SUMMARY DESCRIPTION

Under supervision (Wastewater Maintenance Worker I) or general supervision (Wastewater Maintenance Worker II) of assigned supervisory or management staff, participates in the field and contract operations of the wastewater division including performing a variety of tasks in the construction, repair, and maintenance of wastewater collection and pumping facilities and storm drains; operates and maintains a variety of hand and power tools and equipment; may provide field training to less-experienced personnel as assigned; and performs related work as required.

DISTINGUISHING CHARACTERISTICS

Wastewater Maintenance Worker I - This is the entry level class in the Wastewater Maintenance Worker series performing routine and less complex wastewater maintenance duties while learning City policies and procedures. Positions at this level are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Wastewater Maintenance Worker II level and exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Advancement to the "II" level is based on demonstrated proficiency in performing the full range of assigned duties, possession of required certifications, and is at the discretion of higher level supervisory or management staff.

Wastewater Maintenance Worker II - This is the full journey level class within the Wastewater Maintenance Worker series. Employees within this class are distinguished from the Wastewater Maintenance Worker I by the performance of the full range of duties as assigned including the more complex wastewater maintenance duties and providing training to less experienced Wastewater Maintenance Workers. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are generally filled by advancement from the Wastewater Maintenance Worker I level, or when filled from the outside, require prior experience. Advancement to the "II" level is based on management judgment and / or certification or testing that validates the performance of the full range of job duties.

Example of Duties

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and / or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  • Performs a variety of tasks related to the preventive maintenance, inspection, and repair of wastewater collection system and appurtenances; reports finding, participates in preventive and corrective maintenance programs.
  • Participates and assists in the construction, rehabilitation, and / or upgrade of wastewater collection systems and appurtenances including contractual and capital improvement projects; coordinates with other divisions and agencies as assigned.
  • Assists in updating as-built maps, logs, and records as assigned.
  • Operates, maintains, and repairs heavy equipment, closed circuit television camera and associated components, chemical grouting equipment, portable generators, pumps, motors, portable flow monitoring and sampling equipment, controls, sensors, meters, tools, and miscellaneous equipment related to collection system safety, operation, and maintenance.
  • Conducts traffic control activities in conformance with established policies and standards.
  • Repairs gravity sewers and force mains; digs trenches with backhoes; uses appropriate tools to install pipes; assists in the repair of sewer pipe with a "no-dig" technology and may provide training to less-experienced personnel in the completion of these activities.
  • Cleans out wet wells and manholes using specialized vacuum equipment to remove grease and large objects; adjusts maintenance intervals as required to maintain clean system.
  • Lubricates, cleans, paints, and maintains pumps, motors, and lift stations; may perform minor electrical troubleshooting; pulls pumps and motors from lift stations for repairs.
  • Maintains, inspects, and repairs storm drain system; cleans and inspects catch basins and storm drain pipes, storm water lift stations, and outfalls.
  • Responds to illicit discharge or disposal of paints, oils, concrete, or other substances; cleans up spills to prevent them from entering water ways or storm drains.
  • Responds to traffic accidents to clean up hazardous and non-hazardous liquids and debris from roadways to prevent them from entering water ways.
  • Takes readings from flow meter totalizers.
  • Obtains wastewater samples from designated locations as required and transports to laboratory.
  • Completes corrective and preventive maintenance work orders and report findings; researches operations and maintenance manuals to find answers to questions on the maintenance of the system; evaluates the effectiveness of Best Management Practices (BMP's) for in-house staff and outside contractors.
  • Enters confined spaces to install metering equipment or to clean out debris as required using specialized monitoring and safety equipment.
  • Operates large hydraulic cleaning / vacuum machines for use in cleaning and vacuuming debris from the sewers; operates backhoe, crane, forklift, trucks, specialized closed circuit television camera unit with computer system, chemical grout rig used to seal existing sewer pipes; maintains logs and gathers data relative to these projects.
  • Interacts with the public on a daily basis and must deal with unhappy customers in a diplomatic manner and reports such interaction to supervisor.
  • May assist in the design or planning of activities; participates in construction activities that include installing pump stations, motor controllers, rehabilitating manholes and control buildings, pouring concrete, and laying block walls.
  • Participates in emergency call-out duties as assigned.
  • Performs related duties as assigned.

EDUCATION AND EXPERIENCE GUIDELINES

Wastewater Maintenance Worker I

Education / Training :

Equivalent to the completion of the twelfth grade supplemented by vocational / technical training in wastewater collection systems.

Experience :

One year experience and / or training involving wastewater, storm drain collection systems, or water distribution systems.

License or Certificate :

Possession of a CWEA Collection System Maintenance Grade I certification within eighteen (18) months of appointment.

Possession of a valid California driver's license and satisfactory driving record with the ability to obtain a State of California Class "B" commercial driver's license with tanker certification within six months of appointment.

CWEA Plant Maintenance Technician Grade I is desirable.

Wastewater Maintenance Worker II

Education / Training :

Equivalent to the completion of the twelfth grade supplemented by vocational / technical training in wastewater collection systems.

Experience :

Two years' experience and / or training involving wastewater, storm drain collection systems, or water distribution systems.

License or Certificate :

Possession of a CWEA Collection System Maintenance Grade I certification; ability to obtain CWEA Collection System Maintenance Grade II within eighteen (18) months of appointment.

Possession of a State of California Class "B" commercial driver's license with tanker certification, air brakes endorsement, and a satisfactory driving record.

CWEA Plant Maintenance Technician Grade I is desirable.

CalPERS Retirement : 2.7% @ 55 for classic CalPERS members; 2% @ 62, highest average 36 consecutive months for new CalPERS members.
