Pay : $29.38 $37.34 ($61,112.64 - $77,670.24)

Schedule : Monday Friday 8 : 30am- 5pm

Location : Salem, OR

Type : Full Time / Exempt

General Position Summary : The Adult Residential Services (ARS) Program Operations Supervisor, hereafter "Operations Supervisor" is responsible for providing leadership and supervision of ARS managers and employees assigned to ARS. The Operations Supervisor works with Program Leadership to maintain required staffing levels, limit overtime when possible and within safety guidelines and ensure leadership team has the skills and knowledge to manage home daily operations and develop and retain high performing teams. This position is responsible for supporting the broader program vision, standardization of systems, quality service and supporting the overall program compliance and maintaining a high level of service quality across all homes. The Operations Supervisor trains and models the skills and personal characteristics necessary for working with, caring for, and winning the respect of people with developmental disabilities. The Operations Supervisor assures systems are developed, implemented effectively and in compliance with all applicable rules and standards.

  • Minimum Qualifications and Experience : Bachelor's degree in behavioral science, social science, human services or a related field and two years human services experience; OR an associate degree in behavioral science, social science, human services or a related field and four years of human services related experience OR high school diploma / GED and six years of human services related experience. Regardless of the education, at least two years of the related experience must be in delivering attendant care in a setting regulated by either the Oregon Department of Human Services or the Oregon Health Authority AND

  • Reliable transportation, valid driver's license with a driving record that permits coverage under the agency's corporate auto liability policy.
  • Have or be able to obtain CPR and First Aid Certification within 30 days of employment.
  • Be able to lift up to 65 pounds for a total of up to 130 pounds in a two-person lift.
  • Preferred Qualifications and Experience : Verifiable professional management or supervisory experience. Experience with licensing, compliance, policies and / or program system development.

    Supervisory Responsibility : Supervisor ARS program managers and program operational staff as assigned.

    Required to demonstrate job skills, knowledge, and abilities :

  • Support, mentor, train, and supervise program managers and staff members.
  • Documentation proficiency : documentation is objective, accurate, person-centered and of good overall quality, in written and electronic form.
  • Competencies in the areas of leadership, system development, policy development, program implementation, and compliance with the ability to train.
  • Individual support plans, emergency response procedures, OAR licensing standards and other state requirements, self-determination principles and client rights.
  • Trauma-informed care.
  • Communicate effectively with all people (oral and in writing).
  • Be flexible and work in a fast-paced environment.
  • Prioritize workload, complete tasks, and meet deadlines.
  • Maintain confidential information.
  • Follow and train established systems.
  • Work back-up coverage, on-call duties or after-hour emergencies as necessary / assigned.
  • Essential Position Functions and Key Work Processes :

    Licensing and Records Auditing

  • Monitors program operations to ensure compliance with organizational policies / procedures, Medicaid / ODDS rules, and licensing requirements.
  • Reviews program budgets, petty cash(receipts & ledgers) and spending patterns; works with Program Managers to address discrepancies.
  • Monitors and addresses staff overtime usage.
  • Conducts regular audits of participant financial accountsincluding room and board, personal allowances, representative payee funds, and billable services.
  • Conducts routine audits of participant case records to ensure completeness, accuracy, and compliance with Medicaid / ODDS and licensing standards.
  • Reviews ISPs, PBSPs, nursing care plans, medical protocols, risk assessments, consents, medical documentation, and service notes for accuracy and compliance.
  • Ensure incident reports are completed accurately, submitted within required timelines, and include appropriate follow-up actions.
  • Tracks trends identified through case record reviews and collaborate with ARS leadership to implement improvements.
  • Supports preparation for internal and external audits, licensing reviews, and investigations.
  • Provides the Program Director with updates on program KPIs, staffing, finances, and compliance, and supports strategic planning and program development.
  • Prepares reports, data summaries, and materials for leadership meetings as assigned.
  • Provide oversight, guidance, and administrative support to the ARS Resident Advisory Committee
  • ARS Leadership Supervision

  • Model leadership, self-accountability, and professionalism within their home(s) to support a safe, welcoming, and positive environment for individuals we serve, employees, and visitors.
  • Visit each group home / site supervised at least monthly and each home staff meeting at least quarterly.
  • Provides daily operational support to Program Managers, including assistance with scheduling, staffing, and service delivery.
  • Document supervision, follow up and actions as per Director and Operating Procedures.
  • Supervises Program Managers through regular coaching, mentoring, and performance feedback.
  • Conducts routine check-ins, team meetings, and leadership development activities.
  • Facilitates and conducts meetings or presentations / trainings as assigned.
  • Provides guidance and debriefing during critical incidents.
  • Promotes a positive, collaborative, trauma-informed, and person-centered work environment.
  • Ensures Program Managers and direct support staff complete all required trainings within timelines.
  • Coordinates with internal and external trainers to schedule CPR / First Aid, OIS, medication administration, and other required training.
  • Provides targeted training to Program Managers on documentation standards, financial procedures, incident management, and regulatory requirements.
  • Reviews program budgets, petty cash(receipts & ledgers) and spending patterns; works with Program Managers to address discrepancies.
  • Monitors and addresses staff overtime usage.
  • Identifies documentation gaps or inconsistencies and works with Program Managers to correct deficiencies.
  • Ensures program safety measures, rights protections, and risk mitigation strategies are consistently followed and documented.
  • Prepare reports, data summaries, and materials for leadership meetings.
  • Participate in after hours on call system rotation schedule as assigned.
  • Attend and actively participate in organization and individual related meetings, events and in-service meeting opportunities.
