Summary

FirstSpark’s (FS) Program Director plays a critical role in the organization and within the sixteen (16) jurisdiction Ready Region Chesapeake Bay (RRCB). The Program Director supervises the Early Childhood Program Success Manager, and Early Childhood Access Manager, works closely with the Research and Data Analyst, and is accountable for the Early Childhood Systems (ECS) Department to develop and deliver programs and initiatives.The director cultivates relationships and collaborates with a range of stakeholders, actively exploring new partnerships and funding opportunities. Community engagement is a vital aspect of this role, and the director works with staff to develop effective engagement strategies, support community events, form local and regional collaborations, and maintain open and active communication with the community.

Reporting to the Executive Director (ED), the Program Director will be a strategic thought-partner and a hands-on, participative director seeking to lead and develop a diverse internal team. In partnership with the Executive Director (ED), the Program Director supports implementation of the organization’s Strategic Plan to ensure organizational capacity toward a high-performing organization. Financial and administrative responsibilities are also central to this role, requiring careful management of funding and budgets, and working closely with the ED on business operations matters, as well as state and federal grants and contract management.

The FS Program Director supports overarching Communications / Marketing / PR strategies for the organization in conjunction with the ED, Board of Directors, and contracted professional service providers.

The hiring range for this position is $79,000 - $83,000 annually

Duties

Leadership and Management

  • Lead early childhood content to drive program planning, system changes, and organizational leadership, ensuring equity at all levels.
  • Provide oversight for the development, execution, and expansion of initiatives, managing key metrics to assess the success of FS early childhood programs.
  • Model the mission, vision, and values of FS and promote a culture of inclusion, respect, and partnership.
  • Guide the vision and strategic direction of the organization with other FS leaders.
  • In partnership with the ED, support the organization’s efforts to operationalize the Strategic Plan, which will provide the framework for high level goals and outcomes measurements for FS.
  • In partnership with the ED and the EarlyChildhood Systems Department, ensure the successful and full regional implementation of Ready Regions as part of the Virginia Early Childhood Foundation (VECF) statewide reorganization of early childhood systems-building initiatives.
  • Support the organization’s strategic alliances and partnerships by representing FS in the community and when appropriate at the state level on committees, work groups and alliances / coalitions, as mutually agreed upon with the ED.
  • Supervise and evaluate the performance of the Early Childhood Program Success Manager, Early Childhood Access Manager, and Research and Data Analyst, as well as the work of contract workers and fractional employees providing Marketing / PR services and other supports.
  • Ensure accountability measurements are met, and the organization is meeting its high-level objectives and deliverables to funders and early childhood partners.
  • Lead efforts across all functions of FS to support this effort to coordinate and align early childhood programs and partners across the region.
  • In conjunction with the ED, recruit, onboard and retain a diverse, high-performing team and monitor and support the certification and professional development needs of staff to ensure compliance and continued growth.
  • Manage staff effectively, fostering a positive, aligned team environment and culture for current and future system changes.
  • Conduct regular meetings with staff to keep the team updated on changes at a state, regional and local level, build alignment around our mission and brand, and sustain engagement and enthusiasm for our work.

Finance and Administration

  • Work closely with the ED, FS staff and financial contractors to ensure all deliverables are met regarding critical contracts and funder agreements. This includes obligations tied to state and federal funding, local funders, deliverables to VECF (RRCB and Mixed Delivery) and Virginia Department of Education (VDOE), and other identified program funders.
  • Monitor program expenditures, review, and approve all program funding, budget and grant management, project deliverables, and reporting.
  • Review financial documentation and ensure timely reporting as per grant requirements.
  • Support the ED and Finance Team in the annual budgeting and planning process, as well as the annual audit, as requested. Ensure that functional areas are coordinated and aligned in their support of these processes.
  • Forge collaborative partnerships, build, and maintain funding relationships, and contribute to grant proposals to support and expand work.
  • Serve as an authorized signatory and assume organizational leadership when the ED is absent.
  • Strategic Program Management

  • Support and champion the work of the ECS Managers and team to fully implement strategic program activities with accountability for key project deliverables, including, but not limited to Ready Regions

  • Work collaboratively with the ECS managers to review and contribute to grant reports and evaluations, plus quarterly budgets and expenses.
  • With the ED and Development staff, seek and respond to opportunities for new grant funding. Provide critical linkages between the ECS Team and the Finance and Operations Team to ensure alignment around key deliverables.
  • Work closely with the ED and FS Research and Data Analyst to support the framework for regional early childhood data collection, data sharing and reporting as part of a regional / state system.
  • Monitor required Virginia Quality Birth to Five (VQB5) and Mixed Delivery (MD) activities effectively across the region to improve quality early childhood programming, ensuring measurable outcomes and deliverables.
  • Marketing and PR

  • Work closely with FS’s Marketing / PR contractors and partners to ensure the execution of the organization’s comprehensive Marketing / PR Plan.
  • Work in partnership with the ED and Development team in developing and executing cohesive communications and marketing strategies. Approve the work of staff and / or consultants on print media efforts to raise awareness.
  • Work closely with the FS Programs Team and other content experts as part of the organization’s “storytelling” efforts through social media content and general public awareness / development / outreach activities.
  • Oversee contracts and MOUs with FS related to Marketing / PR needs of the organization.
  • OTHER DUTIES

    Requirements

  • Bachelor’s degree required in job-relevant field AND a minimum of three years’ experience, directly or combined, in community-based non-profit administration / management with leadership experience and full responsibility for staff supervision.
  • Management level experience in a non-profit organization or public state or national agency, preferably in early childhood or a related field.
  • Strong knowledge of early childhood systems, collaborative leadership, and effective coaching models.
  • Proven success in developing, implementing, and sustaining initiatives.
  • Proven success in program and budget management, supervision, and team leadership.
  • A track record in grants and contracts management and excellent business and grant writing skills.
  • Ability to communicate confidently and effectively on complex early childhood systems issues.
  • Superior project management and organizational skills with ability to set and meet deadlines consistently.
  • A successful track record in setting priorities; keen analytic, organization and problem-solving skills which support and enable sound decision making.
  • Ability to work with minimal supervision while recognizing scope of authority, keeping the ED apprised of dilemmas or unusual situations.
  • Demonstrate cultural sensitivity and have experience working with people from diverse backgrounds.
  • Proficient in Microsoft Office 365 Suite, adept at deploying office-specific equipment and other software or databases.
  • Ability to travel and must supply own transportation with current auto insurance and driver’s license with annual reporting of no infractions.
  • Completion of child protective services criminal record, and national sex offenders background check.
  • Preferred experience in program management, marketing, or related experience that provides required knowledge, skills, and abilities.
  • Ability to preserve the confidentiality of information and exercise discretion.
