General Statement

Under general direction of the Executive Director, implements the Board of Commissioners' Affirmative Action policies involving construction grant programs, bidding and award processes, and management of the Affirmative Action staff to insure the District's compliance with Federal, State, and District Affirmative Action and Equal Employment Opportunity laws, regulations, and requirements.

  • Interprets Affirmative Action ordinance requirements and coordinates the installation of compliance activities.
  • Oversees the technical assistance provided to divisions in the development of specifications for Minority, Women-owned, Veterans" and Small Business Enterprises.
  • Works with various community organizations and contractor groups; provides information regarding ordinance policy and procedure; solicits community feedback regarding programs and suggested revisions; makes presentations, attends vendor outreach events and coordinates related meetings.
  • Reviews Affirmative Action Programs; implements changes as necessary to ensure effectiveness and prepares appropriate reports.
  • Directs the preparation of statistical reports on Affirmative Action programs and contracts; oversees the maintenance of related records.
  • Directs implementation of Affirmative Action purchasing policies.
  • Reviews overall section performance and implements procedures and systems to improve performance.
  • Assists the Executive Director in addressing Commissioner concerns, completing requested reports, arranging complaint resolution and conducting policy studies.
  • Assigns, supervises and reviews work; ensures staff compliance with District policies and procedures including Personnel Rules and Administrative Procedures; completes performance reviews; addresses employee complaints and grievances; may recommend employment actions such as hiring, transfer, suspension, promotion or discharge.

Environmental Conditions

Work is performed in a typical office environment and requires the use of standard office equipment including computers. Duties performed outside of the office, such as meetings and site visits, require the operation of a motor vehicle.

Desirable Knowledge, Skills and Abilities

  • Thorough knowledge of Federal Executive Orders on Affirmative Action.
  • Thorough knowledge of Equal Employment Opportunity legislation.
  • Thorough knowledge of Federal and State Affirmative Action regulations and guidelines.
  • Thorough knowledge of District ordinances, resolutions and policies on Affirmative Action.
  • Ability to supervise and direct administrative functions, such as cost analysis, contract records and payments, and materials procurement and control.
  • Ability to plan and supervise the work of professional and sub-professional staff.
  • Ability to solve unusual and complex problems through the adaptation of existing principles and policies.
  • Ability to communicate effectively, orally and in writing.

Absolute Requirements

Possession of a valid driver’s license.

Minimum Qualification Requirements

Graduation from a four-year accredited college or university majoring in business or public administration, construction management or a related field and six years of full-time experience involving monitoring and reviewing affirmative action programs for compliance with state and federal regulations concerned with increased opportunities for the participation of minority, women's and small business enterprises in government contracts.

Substitution

Additional experience may be substituted for the required education on a year-for-year basis.

Promotional Requirement

  • Two years of service with the District as a Senior Diversity Officer.
  • Civil service status as a Senior Diversity Officer.
