SUMMARY OF DUTIES
Under the direction of the Principal Management Analyst of Fiscal, the Budget Analyst will :
- Prepare program operating budgets and budget revisions and annual reports for approval by funding agencies; analyze budget performance and financial results; audit vouchers and expense accounts; review expenditures to ensure conformance with budget and contract and regulatory requirements and limitations; prepare various budget models and analytic reports as required.
- Review, track and approve contractual obligations including expenditures (labor and operating) and performance objectives and develop effective tools to measure progress and achievement of milestones.
- Prepare program forecasts and develop appropriate alternatives to illustrate impact of a specific course of action.
- Clearly communicate budget and accounting information to program management and funding agencies.
- Identify, analyze and develop / implement solutions that affect the organization's / program's financial sustainability, profitability, risk, productivity and performance.
- Review monthly financial management, contract variance and payroll reports for distribution to program management.
- Assist in the preparation of the organization's annual budget. Works with the fiscal team to identify relevant variances for the ELT monthly meeting.
- Assist in the development of budget for new funding opportunities. Write budget narratives which is included in funding proposals.
- Assist in the development of organization policies procedures and process improvement activities.
- Demonstrate understanding of government regulations, compliance requirements, operations and technologies.
- Demonstrate working knowledge of industry and financial trends, performance data and forecasting and ability to provide relevant analytics. Support audits and participate in assessments to ensure the integrity and transparency of financial operations.
- Reports to Principal Management Analyst and performs job functions under moderate supervision.
EDUCATION AND TRAINING REQUIREMENTS
Four-Year College Degree from a school accredited by a recognized accrediting agency - general major. Requires basic knowledge or training in a specialized or technical field or trade, such as social work, professional accounting, finance, business administration, and marketing.EXPERIENCE
Over four years, up to and including six years.SPECIAL KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
Demonstrates understanding of government regulations, compliance requirements, operations and technologies.Strong working ability with Excel.Ability to perform financial analysis and other analytics, create charts and graphs in Microsoft Office products.Communicates in a professional and concise manner both in writing and orally.Gathers, assembles and evaluates facts and findings.Prepares clear, complete and accurate reports.Ability to perform job functions under moderate supervision.OTHER POSITION REQUIREMENTS
