GENERAL DESCRIPTION
: Performs complex (journey-level) consultative services and technical assistance work. Work involves systems analysis for a multitude of vital systems, providing consultative services and technical assistance to program staff, governmental agencies, community organizations, or the general public. May train others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
The following Military Occupational Specialty codes are generally applicable to this position. Applicants must fully complete the summary of experience to determine if minimum qualifications are met.
ESSENTIAL DUTIES / RESPONSIBILITIES :
1. Assess Clearinghouse, Civil Rap Back, Criminal Justice Rap Back, and other applicable system operations, determine trends, evaluate system
efficiency, identify deficiencies, develop proposals to resolve issues, and collaborate with appropriate vendors on recommendations.
2. Provide technical program consultation, policy interpretation, and training to peers, internal departments, external governmental agencies, private
companies, and the general public.
3. Accumulate data and utilize appropriate resources to promptly and accurately respond to written and verbal solicitations from internal and external
sources as well as requests for program Information and research projects.
4. Participate in compiling and reviewing data, and making recommendations for implementation of next-generation system upgrades.
5. Determine an agency’s legislative authority to utilize applicable systems. Serve as liaison to provide guidance and education to help determine viable
options, and submit programming requests per statute.
6. Configure agency accounts for Clearinghouse, Civil Rap Back, Criminal Justice Rap Back, and others to ensure authorized access to results, and
monitor proper usage to ensure compliance with certification requirements and agency regulations.
7. Analyze results to verify and maintain the complete integrity and accuracy of the information contained therein.
8. Plan and develop policy and program specification and design recommendations.
9. Review internal and external policies and procedures to identify necessary changes. Prepare comprehensive procedure documents, user guides, and
manuals to disseminate updates to all authorized recipients.
10. Produce daily, weekly, and monthly compilation of data and submit required reports to the appropriate entity.
11. Process bulk lists for obtaining missing or updated results and / or correcting inaccurate data.
12. Attend meetings to remain current on policies, procedures, department regulations, and legislative updates.
13. Attend training sessions to maintain access to all systems and keep abreast of computer software updates.
14. Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies.
15. Perform other duties as assigned.
Qualifications
GENERAL QUALIFICATIONS and REQUIREMENTS :
Education - Graduation from an accredited college or university with a Bachelor’s Degree.
Experience – Minimum of two (2) year of progressively responsible work experience in research, system and statutory / policy analysis, and interpretation. Minimum of two (2) year experience in an office environment operating computers, applicable software, and standard office equipment, including proficient customer relations experience.
Substitution Note : 1 year of additional education may be substituted for each year of the required office environment experience operating computers, applicable software, and standard office equipment, including proficient customer relations experience, up to 2 years.
Licensure and / or Certification -Must possess a valid driver’s license and automobile insurance.
Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State, and Federal regulations, legislation, guidelines, policies, and procedures.
Leadership skills – Strong leadership skills with the ability to direct and motivate others, and maintain a persuasive and credible presentation style at all levels of the organization. Must exemplify the Department’s core mission – to Protect and Serve Texas and the values of integrity, teamwork, accountability,and excellence.
Analytical skills - Must be analytical, detail-oriented, and able to multi-task without sacrificing accuracy or timeliness. Ability to analyze problems, identify causative factors, and apply actions to effectively resolve current issues and prevent recurrences of problem conditions.
Interpersonal skills – Must exercise excellent interpersonal skills – position continually requires demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working / professional relationships with internal and external customers.
Presentation / Communication skills – Must be able to effectively communicate and present information and / or training to individuals and a wide variety of audiences. Must be able to produce clear, concise, and professional documents, reports, and presentations.
Organizational skills - Must be organized, flexible, and able to prioritize in a multi-demand and constantly changing environment. Demonstrated ability to meet multiple and sometimes conflicting deadlines without sacrificing accuracy or timeliness; ability to work independently; and to understand and effectively apply complex oral and written instructions and procedures.
Computer systems / hardware / software – Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams), and ability to learn new software / systems as applicable to the position.
Confidentiality – Must be able to responsibly handle sensitive and confidential information and situations.
Schedule and / or Remote / Telecommuting work and / or Travel - Availability for after-hour and weekend work is required. This position may have the ability to telecommute based on the needs of the division / agency.
