Main Purpose of Job

The Maryland Department of General Services (DGS) is looking to hire a talented and experienced senior leader to fill an Assistant Secretary position on the executive leadership team. The Assistant Secretary for Business Enterprise Administration (BEA) leads the division's enterprise-wide functions, ensuring Maryland state government operates with transparency, efficiency, and accountability. This executive role requires strategic leadership, operational oversight, and stakeholder engagement to support DGS' mission of being the premier support agency for Maryland state government.\n\n\nThe Assistant Secretary is responsible for planning, organizing, directing, and overseeing objectives and activities for the offices under BEA. These offices include the Capital Grants Office, Federal & State Surplus Property, Inventory Standards & Support Services Division (ISSSD), Fuel & Fleet Management, Information Technology Services, and Mailroom Operations.\n\n\n\nEssential Job Functions : \n

  • Provide vision and leadership for BEA's offices, aligning operations with DGS strategic goals and statewide priorities.\n\n\n
  • Serve as a key advisor to the Secretary and Deputy Secretary, representing BEA with state agencies, nonprofits, businesses, legislators, and the public. Provide strategic advice and professional assistance and recommendations on agency-wide issues to the Office of the Secretary that enhance the development and implementation of DGS' mission and goals.\n\n\n
  • Develop / modify policies and procedures for various projects and operations under BEA.\n\n\n
  • Modernize business systems (e.g., grants management, inventory reporting, auction platforms) to enhance transparency and reduce administrative burdens.\n\n\n
  • Ensure compliance with state laws and regulations, including Maryland Finance & Procurement Code 4-306. Analyze operations to evaluate performance of BEA programs and staff in meeting objectives; determine areas of potential cost reduction, program improvement, and policy changes.\n\n\n\n
  • Supervision and Leadership : Provide guidance and leadership to BEA managers and staff. Direct personnel-related activities with the Office, including the approval of human resource plans or activities. Prepare performance appraisals, mediate and address disciplinary issues, and ensure vacant positions are filled in a timely manner. Provide leadership and training opportunities for growth and development of staff.\n\n\n
  • Fiscal Administration : Responsible for oversight and implementation of BEA's fiscal year budget for all subprograms, as well as budget requests for the new fiscal year.\n\n\n\n\n

POSITION DUTIES

Key Responsibilities : \n\n\n\n

  • Strategic Leadership : Direct the planning, implementation, and evaluation of BEA programs, ensuring alignment with the Moore-Miller Administration's priorities on sustainability, efficiency, and economic inclusion.\n\n\n
  • Capital Grants Oversight : Ensure timely distribution and management of capital grants through modernized platforms that improve accountability and accessibility.\n\n\n
  • Asset & Surplus Management : Lead the management of statewide fixed asset reporting (>
  • $55B), fleet and fuel services, and property redistribution / auction services that generate millions in annual state revenue.\n\n\n

  • Innovation & Process Improvement : Drive continuous improvement initiatives, including development of Standard Operating Procedures, electronic reporting tools, and digital platforms to enhance agency efficiency.\n\n\n
  • Compliance & Accountability : Ensure all BEA operations comply with state and federal law, audit requirements, and internal controls, maintaining high standards of integrity and transparency.\n\n\n
  • Stakeholder Engagement : Represent BEA in engagements with the Board of Public Works, state agencies, local governments, nonprofits, and the private sector to maximize operational effectiveness and community benefit.\n\n\n
  • Leadership Development : Manage and mentor a team of approximately 40 employees, fostering professional growth, accountability, and collaboration.\n\n\n\n
  • DESIRED OR PREFERRED QUALIFICATIONS

    Required & Preferred Qualifications : \n\n\n

  • Bachelor's degree in Business Administration, Public Administration, Finance, or a related field is required. Master's degree in Public Policy, Business Administration, or a related field is preferred.\n\n\n
  • At least 8 years of progressively responsible management / senior leadership experience in government, public sector operations, or enterprise services is required, with demonstrated knowledge of grants administration, asset management, or surplus property operations.\n\n\n
  • Proven ability to manage large budgets, complex programs, and multidisciplinary teams is required, along with strong knowledge of compliance frameworks, audit processes, and state / federal procurement regulations.\n\n\n
  • Experience managing and overseeing organizational change management within a large organization, along with experience in analyzing business operations and workflows and creating efficiencies and improved operations is preferred.\n\n\n
  • Track record of modernizing business systems and implementing technology-driven process improvements is preferred.\n\n\n\n
  • Excellent project management skills and strong analytical skills, including the ability to decipher needs and insights from data.\n\n\n
  • Exceptional written and verbal communication skills for interacting with executive and senior leadership, agency management, and government officials.\n\n\n
  • Experience creating and implementing policies and procedures to guide the organization in processes that are efficient and appropriate to the tasks and goals involved.\n\n\n
  • Knowledge of Maryland State Finance & Procurement Code, and familiarity with GovDeals or similar surplus property auction systems is desired.\n\n
