Construction Analyst / Administrator

We are looking for a Construction Analyst / Construction Administrator at (NIWC Pacific) in San Diego, CA.

Position Summary

Provide Naval Information Warfare Center Pacific (NIWC Pacific) with engineering, design, and review tasks within the NIWC Pacific area of responsibility.

Responsibilities

• Prepare complete Reports, RFP and / or SOW documents; develop construction scopes of work and statements of work, interface with contract specialists for solicitation and negotiation support, interface with building managers for project initiation and development perform site visits to collaborate with interested parties to develop performance criteria for new projects and solicitation job walks; analyze proposals and develop technical analysis of submitted proposal for cost and technical conformance.
• Coordinate with team members and execute project scopes, schedules, and budgets in conformance with project and customer requirements.
• Responsible for coordinating with team members and generating basic project scoping and solicitation documents, and cost estimates in conformance with the project and customer requirements.
• Perform field investigations, including review of as built documentation, to determine existing conditions, document findings, and support ongoing projects.
• Collect all required data to provide recommendations, prepare documents, and / or review deliverables.
• Perform data collection / management to assist with the preparation of cost estimates, schedules, report, RFPs, SOWs, and other documentation to identify the condition of existing facilities and determine the needed maintenance, repairs, and / or improvements.
• Produce sustainment project scopes of work, associated cost estimates and solicitation technical analysis reports for projects.
• Coordinate SOWs & estimates with various contributing personnel, building managers, engineers, designers and end users to ensure all items are addressed in a project.
• Review proposals and cost submittals for conformance to gov't requirements and SOW.
• Perform technical analysis to ensure proposals meet required objectives and document such determination.
