CANDIDATES MUST BE :
The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The Specialist would offer day to day support to the Director. Specifically the Analyst will : serve as a key liaison to the IT unit related to the design modifications and maintenance of operational information systems; obtain knowledge of the business rules and process flows of the PASSPort contract system Electronic Monitoring System (EMS) and Participant Tracking System (PTS) for programs under the portfolio and develop and construct evaluation instruments by analyzing the program objectives researching alternative evaluation formats and pretesting designs and revisions where possible in order to measure the performance of agency programs and services. The Specialist will conduct evaluation monitoring and data analysis related to DYCD initiatives and development of new policies; research best practices and use quantitative and qualitative analyses to inform the creation of new policies programs and practices; synthesize complex information into presentations and reports for various audiences; manage written visual and digital communications for all CSBG-funded programs; develop marketing materials and social media messages. The Specialist will represent the work unit at meetings and work collaboratively across all DYCD community development workforce and youth programs as well as with outside stakeholders including intergovernmental partners community-based organizations and private sector and foundation partners. Perform field work in all five boroughs to ensure vendor compliance with all applicable contract requirements and program performance standards.
ASSOCIATE CONTRACT SPECIALIST - 40562
Qualifications :
1. A baccalaureate degree from an accredited college and two years of full-time satisfactory professional technical or administrative experience in one or more of the following fields : program evaluation contract negotiations / management fiscal / financial management or project management; or
2. A four year high school diploma or its educational equivalent and six years of full-time satisfactory professional technical or administrative work experience in one or more of the fields cited above; or
3. Education and / or experience equivalent to 1 or 2 above. College credits obtained from an accredited college may be substituted for experience on the basis of 30 college semester credits for one year of experience as described in 1 above.
However all candidate must have at least a four-year high school diploma or its educational equivalent and at least two years of full-time experience as described in 1 above.
