Senior Buyer (Procurement Analyst 3)

Role Summary
The Senior Buyer independently manages complex procurement activities for goods and services, including materials, equipment, and professional services. This role applies advanced procurement judgment to evaluate sourcing options, negotiate pricing and terms, ensure policy compliance, and support organizational cost, quality, and supplier-diversity objectives.
Key Responsibilities
- Negotiate pricing, terms, and service levels with suppliers; resolve supplier performance issues and identify new sourcing options
- Draft, execute, and manage purchase orders, purchase agreements, Statements of Work (SOWs), RFQs, and related documentation using standard and custom templates
- Partner with internal stakeholders to develop specifications, manage demand against contracts, and support implementation of systemwide agreements
- Perform cost and value analyses; review contract terms and conditions; recommend awards based on cost, specifications, and risk
- Provide analytical support for complex procurement initiatives, including development of advanced spreadsheets and supporting documentation
- Ensure compliance with University procurement policies and procedures; interpret and apply policies as needed
- Evaluate and prepare sole-source justifications and basis-for-award documentation
- Maintain documentation of procurement processes and interpretations for internal and supplier use
- Support and / or provide guidance to junior buyers or purchasing staff, as assigned
Required Qualifications
5+ years of experience in procurement, purchasing, supply chain, or commodities managementStrong analytical skills with the ability to evaluate complex purchasing optionsExcellent written and verbal communication skillsProficiency with spreadsheet and word-processing toolsAbility to exercise sound judgment in routine and high-pressure situationsStrong interpersonal skills and ability to work effectively with internal stakeholders and suppliersPreferred Qualifications
Experience using ERP or financial systems (e.g., Oracle, PeopleSoft, SAP, Banner)Ability to read and interpret contract terms and conditionsProcurement experience in a healthcare environmentKnowledge of organizational operations and departmental procurement needsCPSM (Certified Professional in Supply Management) certificationEducation
Bachelor's degree in a related field or equivalent combination of education and experience
