MISSION
Waséyabek Federal Services, LLC (WFS) is a 100% Tribally owned, Native American SBA 8(a) small business of the Nottawaseppi Huron Band of the Potawatomi (NHBP). WFS is part of a portfolio of companies managed by Waséyabek Development Company, LLC, a 100% Tribally owned economic development firm focused on income diversification on behalf of NHBP that reaches beyond gaming is a well-funded, experienced small business, with substantial liquid assets and experience in federal contracting. WFS has borrowing capacity to meet the daily cash needs of new business development, new award support, and operational working capital. WFS is well-versed in federal contract compliance and providing outstanding support services.
POSITION SUMMARY
The Program Manager serves as the senior on-site representative for WFG, overseeing the strategic planning and execution of designated facility support services for the Fermi Forward Discovery Group (FFDG) in Lead, SD. This role is responsible for coordinating site operations in collaboration with FFDG staff to ensure seamless infrastructure maintenance and uninterrupted operational consistency. It requires a comprehensive approach to ensure that the facility support services not only meet current operational requirements but also provide a framework for sustainable, long-term delivery services that align with FFDG standards and goals. Effective communication with the Fermilab Head of South Dakota Services Section (SDSS) and WFG executives is essential to align facility support strategies with organizational objectives and ensure the successful execution of assigned responsibilities.
DUTIES & RESPONSIBILITIES
- Reinforce a culture of safety within the organization. Must be knowledgeable of safety requirements, lead safety talks and perform daily walkarounds of support areas.
- Managing relationships with contractors, subcontractors, and FFDG officials to ensure seamless operations.
- Oversee a dedicated team responsible for delivering comprehensive support services; ensure high-quality performance through continuous monitoring, proactive guidance, and timely resolution of any performance-related concerns.
- Developing detailed contract documents that clearly define the scope, deliverables, performance metrics, and service level agreements (SLAs) in alignment with FFDG requirements.
- Engaging in negotiations with potential service providers to secure favorable terms while ensuring the contract meets all FFDG requirements.
- Collaborating with WFG legal and procurement teams to review and finalize contract language, mitigating any potential legal issues before execution.
- Defining and tracking key performance indicators (KPIs) to ensure that the contracted services meet or exceed established standards.
- Conducting regular audits and on-site inspections to verify that service providers are adhering to the contract's terms and maintaining quality standards.
- Quickly identifying, analyzing, and resolving any discrepancies or performance issues, ensuring continuous service improvement and regulatory compliance.
- Developing and managing budgets specific to facility support contracts, ensuring all expenditures are justified and within allocated limits.
- Monitoring financial performance by tracking expenditures, processing invoices, and performing reconciliations to prevent cost overruns.
- Generating detailed financial reports for internal and FFDG stakeholders to maintain transparency and support fiscal accountability.
- Overseeing daily operations associated with FFDG assigned facility support services, ensuring they are provided efficiently and effectively.
- Developing and enforcing operational protocols that maximize service efficiency while minimizing downtime or disruptions.
- Collaborating with FFDG facility management teams and third-party vendors to integrate services and streamline operations.
- Proactively identifying potential risks that could jeopardize contractual performance, such as compliance lapses or operational failures.
- Formulating and implementing risk mitigation plans, including contingency planning and corrective action measures.
- Ensuring all operations align with federal guidelines and industry best practices, minimizing the potential for liability or non-compliance penalties.
- Preparing and delivering comprehensive status reports detailing performance metrics, compliance records, and any issues or improvements observed.
- Soliciting feedback from stakeholders and using this input to refine operational processes or renegotiate terms in future contract phases.
- Recommending and implementing process enhancements that can lead to cost savings, increased efficiency, or improved service delivery.
- Perform all other position-related duties as assigned or requested.
MINIMUM QUALIFICATIONS
A bachelor’s degree from an accredited college or university in management or a related field – or documented evidence of equivalent professional experience demonstrating the proposed individual’s capability. This position requires all work to be performed at a U.S. Department of Energy government owned, government operated site which includes business offices, research laboratories and support facilities. The position may require standing for extended periods of time. The performance of this position may occasionally require exposure to areas that require the use of personal protective equipment such as a hard hat, safety glasses with side shields, safety footwear and mandatory hearing protection. The employee must occasionally lift and / or move up to 25 pounds.
TRAVEL
Frequent local travel, within a range of 30 miles from Lead, SD, will be required with this position.
