Program Manager

Interview Type : Onsite Interviews

Work Model : Onsite - 5 days per week @ Columbus OH

Client- State of Ohio- Dept, of Medicaid

Scope of Work (Summary)

This position will be responsible for managing and overseeing project activities for the Ohio Department of Medicaid (ODM) , specifically within the Office of Information & Technology Services (ITS) .

The role supports both :

  • External vendor system projects
  • Internal ODM ITS projects

Examples include :

  • Software development projects
  • IT infrastructure projects
  • COTS product implementations
  • Key Responsibilities

  • Provide project oversight ensuring ODM ITS and contracted vendors meet commitments to deliver projects on time, within budget, and within scope .
  • Manage high-level ITS projects and act as a liaison between ODM ITS and stakeholder groups to ensure successful delivery within project criteria and timelines.
  • Work with ITS project resources to :
  • Plan, monitor, and manage projects

  • Manage timelines and deliverables
  • Escalate issues where appropriate
  • Facilitate meetings
  • Provide summaries, action items, and stakeholder communications
  • Collaborate and coordinate with :
  • System vendor project managers

  • ODM PMO
  • Especially on Ohio Medicaid Enterprise Systems (OMES) vendor projects, with focus on technical and security aspects
  • Monitor, track, and report project progress when appropriate.
  • Provide overall direction, guidance, communication, and facilitation of assigned projects.
  • Work with cross-functional teams at :
  • ODM

  • Contracted vendors
  • External stakeholders (as required)
  • Develop comprehensive project plans , including :
  • Scope

  • Schedule
  • Budget
  • Risk management strategies
  • Resource allocation
  • Execute, update, and maintain all project documentation .
  • Manage project risks and issues , including change management processes .
  • Schedule and facilitate meetings with :
  • Business stakeholders (ODM, other state agencies, external entity users)

  • ODM ITS
  • DAS / OIT
  • External system vendors
  • Coordinate and manage both technical and business workstreams .
  • Manage the complete project lifecycle , including :
  • Planning

  • Requirements gathering
  • Design
  • Build
  • Configuration
  • Testing
  • Training
  • Implementation
  • Collaborate with ODM PMO to establish and mature :
  • Project and program practices

  • Templates
  • Policies
  • Tools
  • Partnerships
  • Manage multiple related projects to ensure alignment with strategic objectives .
  • Perform other project management and coordination duties as assigned.
  • Required Skill Sets

  • Education :
  • Bachelor's degree (BS / BA) or equivalent combination of education and experience

  • Experience :
  • 8+ years in IT project and program management

  • Experience implementing large-scale projects
  • Experience working with multiple stakeholders across business and technical teams
  • Lifecycle Experience :
  • 3+ years with full product lifecycle

  • Strong understanding of development lifecycles and supporting technology methodologies
  • Proven ability to :
  • Work in ambiguous environments

  • Collaborate across multiple functional areas
  • Achieve common business objectives
  • Excellent interpersonal, written, and verbal communication skills
  • Ability to :
  • Negotiate compromise

  • Experience with :
  • Smartsheet
